PARK & RECREATION BOARD SPECIAL MEETING WITH CITY COUNCIL MEETING ARCC – ALUMNI ROOM June 9, 2014– 5:30 PM City Council Meeting was called to order at 5:30 p.m. Presentation on Softball Master Plan Report by Stockwell Engineers. Doug Johnson introduced Park and Recreation Board Members present President Susan Bostian, Secretary Matt Prehn, VicePresident Brenda Stapp and Jerry Mills. Softball Association representatives Heather Scheidt, Tom Meyer and Mike Hauge were present. Doug stated in December, 2013 Stockwell Engineers appeared before the City Council to present the Needs Assessment on the condition of the Player’s Field and Moccasin Creek Softball Complex. Doug Johnson introduced Jon Brown and David Locke of Stockwell Engineers. David Locke reviewed the results of the Needs Assessment for both Moccasin Creek Softball Complex and Players Field Softball Complex. The Needs Assessment verified that the fields were not up to standard in many areas including ADA compliant requirements, restroom facilities, parking and pedestrian traffic/access. Moccasin Field Softball Complex: Recommendation is to remodel the complex to serve as a youth softball facility. Recommendations include expanding the size of the alleyways, constructing a larger concession/restroom building, adding a playground area, security lighting to the parking area and relocating the maintenance building to an area outside the field area. The estimated cost to remodel the current softball fields to youth size softball fields, moving maintenance utility area, upgrading the north parking lot, adding a playground area and adding shade features to the current bleacher areas is $4.36 million. Player’s Field Softball Complex: Recommendation is to develop seven new softball fields. Four of the new fields would be developed in the track and field area to the west of Players Field. The development would be completed in 2 phases. Phase 1 - Develop 4 adult size softball fields with an outfield depth of 300 feet. There would be additional parking added to the west of the current parking area and remove some parking spaces next to Fossum Field that is too close to the baseball field. The concession area would include ADA compliant restrooms. To the west of the concession area, batting cages would be added. Bleachers with shade canopies would be provided to give fans some protection from foul balls. The cost for Phase 1 at Players Field is estimated at $4.4 million. Phase 2 – Develop 3 adult size softball fields with an outfield depth of 300 feet. There three fields would be developed where the existing fields are located. The entrance from County Road 19 would be relocated to the northeast. A playground area, four picnic shelters, restroom and concession building, maintenance area, batting cage and additional parking to the northwest of the complex will be included in the development of Phase 2. The cost for Phase 2 at Player’s Field is estimated at $3.78 million. Doug Johnson requested funding towards Phase 1 be considered in the 2015 budget process.
