TERAJU SHARES 6-YEAR ACHIEVEMENTS OF BUMIPUTERA ECONOMIC TRANSFORMATION
ROADMAP (BETR) 1.0 AT THE BIGGEST CONGREGATION OF BUMIPUTERA AGENDA STAKEHOLDERS
The 2-day “Memacu Agenda Bumiputera 2017” Exhibition Brings Together Bumiputera
Entrepreneurs, Government Agencies, Private Sector, NGOs and Regional Economic Corridor
Development Authorities to Strengthen Network and Share Information on Initiatives and
Opportunities Made Available by the Government for Malaysians, in Particular the Bumiputera
Community

TERAJU’s programmes/initiatives introduced under BETR 1.0, achieved RM108 billion worth
of business opportunities, funding, human capital development, private investment and
value creation.

“Memacu Agenda Bumiputera 2017”, organised by TERAJU on 18th and 19th April
showcases successes of Bumiputera companies under its programmes and initiatives and
shares opportunities made available by the Government for the Bumiputera community.

BETR 2.0 would be an extended roadmap to the BETR 1.0, to increase Bumiputera
economic participation. This second phase of the Government’s initiative would set an
average total income aspiration as the True North of the Bumiputera Agenda, among
others.

The BETR 2.0 would continue to propagate needs and merit-based, market-friendly,
transparent and outcome-oriented initiatives to shift the approach towards Bumiputera
development away from reliance on the Government.

The event also introduced TERAJUXChange, a central system containing information
about programmes and incentives provided by the Government for the benefit of
entrepreneurs.
Kuala Lumpur, 19th April 2017: The Kuala Lumpur Convention Centre today was filled with droves
of more than 8000 visitors attending the 2-day “Memacu Agenda Bumiputera 2017” exhibition,
organized by the Unit Peneraju Agenda Bumiputera (TERAJU). This event marked the 6th year of

TERAJU’s formation to lead, coordinate and drive Bumiputera economic participation through
existing and new initiatives as well as to propose institutional reforms, to increase effectiveness.
“Memacu Agenda Bumiputera 2017” gathered Ministries, Government agencies, GLC/CLIC,
Non-Government Organisations (NGOs), Bumiputera companies and entrepreneurs under one
roof, with various activities to further empower the Bumiputera Agenda, as National Agenda.
Showcasing a number of Bumiputera success stories, the latest valuable information and
updates for Bumiputera businesses, funding opportunities, sharing sessions by successful
Bumiputera entrepreneurs / icons and business coaching, the event showcases the ecosystem
created by the Government through TERAJU and other agencies, to strengthen opportunities
made available for the Bumiputera community.
Some notable activities at “Memacu Agenda Bumiputera 2017” included the exchange of
Memorandum of Understanding between Bumiputera companies, briefing of work
opportunities under the Carve-out & Compete Initiative, financing awareness campaign for
export, dialogue with YB Brig. Gen. Khairy Jamaluddin on TN50, briefing on scholarship
opportunities, mini career fair and business matching sessions.
The “Jawatankuasa Pemerkasaan Ekonomi Bumiputera” (JPEB) (Bumiputera Economic
Empowerment Committee) was also present, providing a platform for Bumiputera
entrepreneurs to seek advisory services and assistance from representatives of Ministries,
Government Agencies and entrepreneurial- related financial institutions.
Dato’ Husni Salleh, the CEO of TERAJU shared, “The first Memacu Agenda Bumiputera event
was held in July 2011, the highlight of which was the launch of TERAS (High Performing
Bumiputera Companies) Programme, aimed at enhancing Bumiputera economic participation
in delivering the country's Economic Transformation Programme (ETP). Subsequently in
November 2011, YAB Prime Minister, Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak launched
the Bumiputera Economic Transformation Roadmap (BETR 1.0), a strategic document that
incorporated a new dimension to provide a step-change in the Government’s efforts to
strengthen Bumiputera participation in the Nation’s economy through wealth-creation,
balanced representation in employment in high value-added sectors, as well as accelerating
the growth of Bumiputera companies. Fast-forward six years later, this 2-day event brings
together both those 2011 milestone events in the form of “Memacu Agenda Bumiputera 2017”,
which will include the launch of BETR 2.0 by YAB Prime Minister on 19th April”.

Dato’ Husni added that BETR 2.0 would be an extended roadmap to the BETR 1.0. This second
phase of the Government’s initiative for the Bumiputera community will set an average total
income aspiration as the True North of the Bumiputera Agenda, among others.
The implementation of BETR 1.0 has enabled the Government to conduct informed policy
revisions to further the impact of the Bumiputera Agenda. The BETR 2.0 will continue to
propagate needs and merit-based, market-friendly, transparent and outcome-oriented
initiatives to shift the approach towards Bumiputera development, away from reliance on the
Government.
Among notable achievements listed under the BETR 1.0 period of 2011 – 2016:






As at February 2017, TERAJU’s programmes/initiatives introduced under BETR 1.0 have
achieved RM108 billion worth of business opportunities, funding, human capital
development, private investment and value creation;
3,033 companies and 53,256 entrepreneurs have directly benefitted while 43,000 job
opportunities were created;
Bumiputera controlled market capitalisation registered a RM70 billion growth to RM277
billion between 2011 and 2014, aided in part by BETR 1.0 programmes such as Skim Jejak
Jaya Bumiputera (SJJB) and TERAS;
Entrepreneurial programme such as SUPERB, Carve-Out and Compete and Facilitation
Fund have further enhanced the competitiveness and capabilities of Bumiputera
entrepreneurs and businesses, moving them higher up the value chain and catalysing
investment and job creation;
Yaysan Peneraju Pendidikan Bumiputera (YPPB) has granted scholarship to 14,000
students; and
The establishment of Bumiputera-oriented KPIs at all Ministries and in collaboration with
GLCs through Khazanah Nasional to steer the Bumiputera Agenda onto the National
platform.
The event also witnessed the introduction of TERAJUXChange, a central system containing
information about programmes and incentives provided by the Government to entrepreneurs.
This system was initiated at the Strategic Reform Initiatives (SRI) lab in 2011 and was developed
by MIMOS Techonology Solution. TERAJUXChange’s unique function is able to monitor the
growth of Bumiputera companies and the effectiveness of Government programmes. The
system’s secondary analysis ability also helps to reduce the possibility of duplication of funds or
assistance provided to the same companies or individuals by Ministries and agencies. The

Bumiputera company information and data made available in TERAJUXChange was collated
from TERAJU’s collaboration with various Ministries and Government Agencies.

ABOUT TERAJU
The setting up of TERAJU was announced by the Prime Minister YAB Datuk Seri Najib Tun Razak
on Tuesday 8 February 2011, to lead, coordinate and drive Bumiputera economic participation
through existing and new initiatives as well as to propose institutional reforms, to increase
effectiveness.
TERAJU will undertake strategic alignment of the Government’s resources as well as its agencies.
TERAJU was introduced as a “Game Changer” to strengthen and empower the Bumiputera
Development Agenda.
Its ultimate aim is to enable the Bumiputera community to seize opportunities and equally
benefit from rapid economic growth.
TERAJU’s focus will be on the following areas:

Funding;
●
Education & employment;
●
Institutional & policy instrument review; and
●
Stakeholder management.
TERAJU also acts as the Secretariat for the Majlis Ekonomi Bumiputera (MEB).
