Allocation of Lead Member Responsibilities

PURPOSE OF THE REPORT
To inform the Executive Board of the Lead Members appointed by the Leader in
accordance with Article 7.06 of the Council’s Constitution and to provide details of
their individual job descriptions.

EXECUTIVE SUMMARY
2.1
The Council revised its constitutional arrangements at its Annual Meeting on
25 May, 2005 to permit the Leader to appoint Members of the Executive
Board to lead roles. The Leader allocates lead responsibilities at his
discretion.
2.2
The following Lead Member appointments have been made by the Leader:

In accordance with the resolution passed by Council previously, details of the
individual job descriptions are contained at Appendix 1 to this report. Also
attached as Appendix 2 is Article 7.06 of the Constitution for Members'
information.

RECOMMENDATION
That Members note the allocation of Lead Responsibilities to the
Members of the Executive Board named in this report.
REASON FOR RECOMMENDATION
To advise Members of the names of Lead Members and their responsibilities
for the Municipal Year 2008/09.

IMPLICATIONS
7.1
Policy Framework
The introduction of Lead Members has facilitated the delivery of all the
Council's Priorities by allocating political Leads to key priority areas.
7.2
Budget
The Members’ Allowance Scheme was adopted at the Annual Meeting on 24
May, 2006 and amended at the Annual Meeting on 21 May 2008 to reflect
Lead Members’ responsibilities.

Legal
Any legal/constitutional issues are identified in this report.

Staffing
There are no staffing implications.

Equalities/Diversity
All lead roles require compliance with the Council’s equalities and diversity
policies and the Lead role for Regeneration and Corporate Governance has a
particular focus on these areas.

LEAD MEMBER FOR SOCIAL CARE AND HEALTH
Main Areas of Responsibility
The Lead Member for Social Care and Health will undertake the generic
responsibilities contained in Article 7.06 of the Council's Constitution in respect of:Services & Functions

Social Services including social care assessments; home, residential and day
care; adults with learning and/or physical difficulties; mental health; drug and
alcohol abuse; welfare rights; meals on wheels; occupational therapy.

Health including health promotion; NHS and Local Health Board issues.

entertainment; museums and libraries; sports development.


Main Areas of Responsibility
The Lead Member for Housing and Planning will undertake the generic

Housing including allocations; rent collection and arrears; voids; repairs &
improvements; homelessness; sheltered accommodation; travellers’ sites;
care call.

Local regional and strategic planning including building control and
conservation.


Main Areas of Responsibility
The Lead Member for Environment and Transport will undertake the generic

Waste Management including refuse collection; streetscene, waste disposal;
waste minimisation and recycling.

Public Protection including environmental health; food safety; trading
standards; animal health and animal warden service.

Transport including highway planning; road safety; public transport and parking;
highway and footway maintenance and improvements; street lighting.

LEAD MEMBER FOR FINANCE AND ASSET MANAGEMENT
Main Areas of Responsibility
The Lead Member for Finance and Asset Management will undertake the generic
responsibilities contained in Article 7.06 of the Council's Constitution in respect of:Services & Functions

Finance including the financial aspects of any service, project or function; the
Council’s general financial standing and resources; investment borrowing &
insurance policies; the financial affairs of any joint ventures, partnership or
companies in which the Council has an interest.

Audit including internal controls, anti-fraud and financial regulations; review of
audit plans, and appointment of external auditor.

Asset Management including management and acquisition; sale and letting of
Council property; energy conservation and use minimisation in Council property
and assets; contracts and procurement and general asset management.

Council's Constitution in respect of:Services & Functions

Overall strategic policy and leadership

Customer access to services

Welsh language

Schools and Services to schools including admissions; school
management; school places and rationalisation; curriculum performance
and support; governors and governor training; school meals; professional
development; transport; ICT and cleaning / buildings.

Corporate Parenting including adoption, fostering and Looked after
children.

Inter-agency working including Framework Partnership links for the
relevant areas of responsibility.

additional language; Pupil Referral Units; Exclusions; Attendance and Additional
Learning Needs (SEN).

Parental support including Family Centres and Play.

Participation and Youth Service including School Councils; Youth Forum.

Safeguarding including Child protection; Children and Families assessment
(CAFAT) and Youth Offending Services.

Inter-agency Links including Framework Partnership links for the relevant
areas of responsibility.

APPENDIX 2
ARTICLE 7.06 OF THE CONSTITUTION
Lead Members
The Leader shall appoint any Members of the Executive Board as Lead Members
with the following generic responsibilities:(a)
assisting the Leader and Executive Board by maintaining an overview,
interest and developing personal knowledge and expertise in a specified area
of the Executive Board's functions and responsibilities
(b)
taking political responsibility for the specific lead area allocated to him/her
(c)
providing political direction to Officers of the Council employed in the
functional areas for which the Lead Member holds responsibility
(d)
providing a political lead on reports to the Executive Board applicable to the
Lead Member's area of responsibility
(e)
to be accountable to Scrutiny on behalf of the Executive Board for the Lead
Member's area of responsibility
(f)
responding to questions raised at Council, Executive Board and Committees
in respect of the Lead Member's area of responsibility
(g)
acting as the Member spokesperson/champion for their area of responsibility
(h)
providing a link between the Executive Board and other bodies (whether
internal or external to the Council) and representing the Board on those
bodies in respect of their area of responsibility
(i)
responding to external consultation documents in respect of their lead
responsibilities on behalf of the Executive Board
Provided that, save as mentioned in sub-paragraph (i) above, Lead Members shall
not have nor be regarded as having any individual executive power or authority.
