Deer Industry New Zealand
Background/History
The first licence to farm deer was issued in New Zealand in 1970 and the New Zealand
Deer Farmers' Association (‘NZDFA’) was formed five years later in 1975 from 25
inaugural members to assist in maximising sustainable benefits for all deer farmers
and to provide a linkage to the agricultural industry and the public.
In 1984 the Game Industry Board was formed to represent the New Zealand farmed
game industry internationally.
In 2002 The Game Industry Board and the New Zealand Deer Farmers Association
merged their executive functions and formed Deer Industry New Zealand, which was
formally established by the Deer Industry New Zealand Regulation (2004) under the
Primary Products Marketing Act 1953, which provides Deer Industry New Zealand with
the power to collect a levy off all venison producers, all venison processors and all
velvet producers.
Currently the levy is:
 Venison 19c/kg
 Velvet $3.25/kg
This is collected at the first point of sale from all farmers of velvet and collected on Hot
Carcass Weight for all farm raised venison produced in NZ.
One of Deer Industry New Zealand's key roles is "promote and assist the development
of the deer industry in New Zealand". Deer Industry New Zealand has a co-ordination
role only and does not trade in products. Its responsibility is solely for products derived
from deer, and it is not involved with other game animals.
Board members are appointed for a three year terms by Deer Industry New Zealand's
constituent organisations. Currently there are four board members appointed by
farmers, plus three appointed by venison processors, and one appointed velvet
processor and marketer.
The Deer Farmers Association continues as a voluntary trade association representing
the interests of deer farmers.

Inspiring the New Zealand deer industry to profitably grow and market the world’s best
red meat.
New Zealand Velvet Vision:
New Zealand velvet is recognised, valued and sold as the best in its class in Asian
markets.
Deer Industry New Zealand Mission:
To promote and assist the development of the New Zealand deer industry. A strong,
stable, profitable industry for all participants.
Functions of Deer Industry New Zealand
Deer Industry New Zealand undertakes the following main functions:
Promotion, Quality Assurance, Research, Market Access and
Representation.
Industry
Deer Industry New Zealand is responsible to all industry stakeholders and undertakes
a range of programmes on behalf of the entire industry. It does not buy or sell deer
products, and refers any trade enquiries directly to relevant processors or exporters.
1. Promotion
Promotion of New Zealand venison and velvet in New Zealand and export markets,
through Cervena and Standards Certified New Zealand Deer Velvet.
2. Quality Assurance
Co-ordinates and administers industry quality assurance programmes. This includes
the following: On Farm, Processors, Stock and Station Agents, Transport operators
and Velvet product Industry Standards
3. Research
Carries out research on behalf of the deer industry which includes research to support
international trade negotiations to open and/or maintain market access for deer
products.
Also:
 Production research to improve farming systems and on-farm management
practices
 Product composition and efficacy research supporting the use of deer velvet
as a health product
 Quality and food safety standards research programmes for venison and
velvet
 New product development
4. Market Access and Industry Representation
Deer Industry New Zealand acts on behalf of the deer industry to assist the Ministry of
Foreign Affairs and Trade and the Ministry of Agriculture and Forestry with market
access negotiations.
Regulatory Role of Deer Industry New Zealand

Established to assist with the development of the New Zealand Deer Industry,
has no regulatory powers other than the collection of a funding levy.

MAF handles licensing of venison and velvet exporters.
Stakeholders:

New Zealand Deer Farmers Association – National Executive Committee
plus 24 branches across the country.

New Zealand venison processing and marketing companies
•
New Zealand deer velvet processors and marketers
Subsidiary and Affiliated Organisations:
Undertake specialist roles within the overall industry development programme
including
Cervena Trust Limited – manages the assets of the Cervena ‘Appellation’ on behalf
of venison producers and Cervena licensees.
Game Industry Research Trust - A charitable trust which funds deer industry
research projects.
Velvet Antler Research (VARNZ) - A joint venture organisation between Deer
Industry New Zealand and AgResearch bringing research focus to velvet antler
production and products.
DEEResearch - Jointly funded by Deer Industry New Zealand, AgResearch and the
New Zealand Deer Farmers Association, allocates funding for venison productivity
improvement projects.
NVSB - National Velvet Standards Body - Establishes standards and enforces
compliance of the national velvet removal practises.
