SUBSIDY MARKET
Key dates
•
By Friday 30 June - final market result available
•
1 December - share linkage arrangements commence
The final round of the Subsidised share trading market closed at 5pm on Monday 5 June 2017.
DPI will advise participants via SMS and email as soon as the final market result is available - by
Friday 30 June 2017.
The final market result will take longer than previous round outcomes. We
have been advised that this is to ensure there are as many matches as
possible across all of the share classes so that the Director General,
Department of Primary Industries can approve all proposed share transfers
before the market can be declared closed.
It is important for all commercial fishers to remember that the Subsidised share trading market is
only one aspect of this reform process. Fishers are able to purchase shares outside of the subsidy
market before the December 2017 deadline - when the new share linkages commence.
PERPETUAL CERTIFICATION OF COMMERCIAL FISHERS
AMSA has confirmed to the PFA that where a Certificate of Competency (CoC) has an expiry date
shown on it, then the CoC will remain current until that date. It will then require renewal in
accordance with Marine Order 505.
Where the CoC has either no expiry date recorded on it or has “Perpetual” written on it the CoC
ceased to be current in 2012 and should be renewed immediately.
The application (AMSA 534) and other forms required for renewal can be found at
http://www.amsa.gov.au/forms-and-publications/domestic/forms/
Should you have any questions about the renewal process please contract either Roads and
Maritime Services (RMS) or the PFA.
ESTUARY GENERAL TRAPPING
A number of members have asked me about the Blue Swimmer Crab management arrangements
being brought in with the linkage decision. To confirm, the Minister announced as part of the
Reform Process that (besides the quota arrangement) the following rules will be introduced in
December 2017:
• Mud crabs caught in a fish trap may be kept, where mud crab quota is held.
• Hoop or lift nets will be removed as a lawful method in the fishery.
• The commercial size limit for blue swimmer crabs will be 6.5 cm.
• Boat licences for boats under 10 metres in length will no longer be required.
RESEARCH PRIORITIES FOR NSW FUNDING ROUNDS
The Chairman of the Fisheries Research Development Corporation’s (FRDC) NSW Regional
Advisory Council has asked the PFA to consult with its members to determine commercial fishing
industry research, development and extension (R,D & E) project priorities for the 2018 funding
round. Therefore, the PFA is seeking initial advice and ideas from fishers on:

Project description;
2.
Need for the project; and
3.
Planned outcomes of the project
These project concepts initially will be considered and prioritised by the FRAC, alongside the
project concepts put forward by the aquaculture, recreational and Indigenous sectors, for
FRDC funding for the following year (2018).
Successful projects are funded by the FRDC through a contribution from commercial fishing
licence fees that attract additional contributions from the Commonwealth Government, in
recognition of the community interest in the management and use of the resource. PFA is
organising a R, D&E Industry Strategic Planning Workshop for early in the new year to
provide a more industry focused and consultation based framework for funding projects – we
will provide advice on the workshop was arrangements are more organised.
Please provide advice by end of next week on your initial R, D&E ideas.
