What is a theory of change?
• An organizational document, that displays
a logical model for how an organization
may achieve the impact it has set out to
achieve. It also reveals what should be
evaluated, when, and how
What is a theory of change?
A theory of change:
• States the social impact the organization is
seeking
• Defines the longer term outcomes expected
as a result of successful activities, that are
logical pre-condiiton to achieving impact
• Shows the measurable outputs of effective
activities
• Describes activities to produce those outputs
• Defines the resources and processes that are
required to run activities

Why use a theory of change?
• Help teams work together to achieve a shared
understanding of a project and its aims
• Bring the process of change to the forefront
• Make projects more effective
• Quickly communicate a project’s aims
• Help determine what needs to be measured (and
what does not) so you can plan your evaluation
activities
• Help identify and open up ‘black boxes’ in thinking
• Help with partnership working
• Act as the basis for claims about attribution
