The Winnipeg Building By-law was amended to reflect an updated list of work
that requires and does not require a permit.

the location, placement, erection or construction of any building or structure, or portion thereof
the addition, extension, improvement, alteration or conversion of any building or structure, or portion thereof
the repair, rehabilitation, or renovation of any building or structure, or portion thereof
Underpinning
the relocation or removal of any building or structure, or portion thereof
the excavation of any land for any purpose of erecting or locating on or above it, any building or structure
the installation, construction, repair, renewal, alteration or extension of a mechanical system or wood-burning
appliance
the installation, construction, alteration or extension of a spray paint operation, spray painting booth, dip tank or
other special process and
the alteration, addition, erection or re-erection of a sign or antennae structure including any accessories
Construction Work that does NOT Require a Building Permit
A building permit is not required for the following construction work:

Patching, painting or decorating
Replacement of stucco or siding with the same material as that being replaced
Replacement of roofing material with the same material as that being replaced
Replacement of floor coverings
Construction of fences
Installation of cabinets and shelves
Construction or installation of a detached accessory storage building not greater than 10 square meters
Installation of mobile homes situated in mobile home parks, excluding the construction of accessory buildings
Erection of temporary tents less than 901 square feet in area
Additionally, a building permit is not required for the following construction work on single family houses, duplexes and
triplexes or on properties on which those buildings are located:

Replacement of doors when the opening is not altered
Replacement of windows with windows of the same size
Non-structural construction work other than plumbing and electrical work
Construction of unenclosed residential decks that are 600mm (24 inches) or less in height above the finished ground
level
Please note, for commercial buildings including apartment and condominium buildings not covered under the
description above, a permit is required for these items due to code compliance concerns.
Notwithstanding that a building permit is not required as stated above, such work shall comply with the regulations of
this Bylaw or the Code or other applicable Bylaws and the work shall not place the building or structure in contravention
or further contravention of the Code or any other by-law.
