Job Capsule Supplementary Information: Treasury Accountant This supplementary information for the Treasury Accountant is for guidance and must be used in conjunction with the Job Capsule for the Finance Family at Level 4 Zone 2. It is for use during recruitment, setting objectives as part of the performance management process and other people management purposes. It does not form part of an employee’s contract of employment. Role Purpose: To manage the Council’s cash flow on a daily, medium and long term basis within the parameters of the Treasury Management Strategy To ensure security of the Council’s investments and secure the best rates of interest after that primary goal is met To understand the financial environment and its impact on the Council’s treasury activities To understand the Council’s debt requirements and advise senior officers on how to finance borrowing requirements To understand and analyse the Council’s balance sheet position and use this to inform the treasury position To accurately account for the authority’s investments and debts To report to Senior Managers and Members throughout the year To be responsible for the control environment of the treasury function and financial reporting for the treasury management function To support the Head of Treasury with the strategy for treasury management To provide advice on leasing, private finance initiative and other financing routes Example outcomes or objectives that this role will deliver: Page 1 Establish cash flow on a daily basis to enable investment first thing in the morning Invest surplus cash via the London money markets working with brokers, banks and money markets (ranging up to £100m in any one day) Take ownership for ensuring the deal is transacted correctly daily Accurately account for and reconcile the control codes within the ledger for all investments and debts Provide strategic support in relation to the debt and investment portfolios Deputise for the Head of Treasury on treasury matters Report to Committee and Senior Management on the performance, cash flow and security of investments and debts Manage the Council’s cash flow liaising with internal and external contacts to ensure accuracy and up to date as possible Produce the final accounts for all debts and investments in line with accounting standards Produce accurate forecasts for interest payable and receivable for current and future years Ensure that all staff loans are administered correctly including reconciliation Advise on Public Finance Initiative and lease arrangements People Management Responsibilities: From time to time manage graduate trainees, back up dealers, work placements Relationships: The post holder will report to the Head of Treasury and Financial Transactions. Other key relationships for the post holder will be: The Deputy Director of Finance and Director of Finance The Council’s bankers and the Pension Fund Accountant Strategic Finance colleagues and corporate finance more generally Service Heads responsible for key income streams such as Council Tax, Business Rates, Rents as well as SSI The Council’s Treasury consultants are integral to delivering a high quality treasury operation and the post holder will be expected to develop strong and productive working relationships with a number of key professionals within the Treasury consults business to further the aims and objectives of the treasury function Money Market professionals including brokers, banks and money market funds Work Environment: In order to ensure the Council has access to the best rates on investments the post holder will need to ensure that the Council’s daily cash flow requirements are established early in the day in order to invest when there is liquidity in the London money markets. This means the dealing needs to be started around 8.30am to ensure optimal outcomes. The post-holder will be required to work in an agile way in line with Camden’s move to a paperless and flexible work environment. The post holder will be required to attend evening Committees for treasury items.
