Subject:
Engineering Assistance Review (EAR), October 20-31, 2003
I have directed that California BLM undergo a comprehensive review of our engineering program.
One of my Strategic Priorities is to enhance engineering in California, and this review is intended to
outline the current strengths and weaknesses of our engineering program. The review will take
place during the last two weeks of October and will involve all of our field offices.
The review team is composed of a very experienced group of BLM engineering professionals from
outside California, including several State Engineers. The team will review all aspects of the
engineering program and interview key professionals throughout the state, very similar to the formal
WO Review. These key professionals to be interviewed are located throughout the State in all
programs with which engineering is expected to coordinate policy, programs, and projects. They
include recreation planners, resource management specialists, environmental specialists, fire
management, archeologists, biologists, hydrologists, and management. These key individuals at
each field office are expected to be available on the days outlined in the attached schedule. Please
review the schedule and notify me immediately if irresolvable conflicts exist with any of your
identified personnel.
It is imperative that we make maximum use of the time and energies of this Engineering Assistance
Review team. Thank you for your personal involvement in making this review a success.

Page Springs Campground, located at the base of Steens Mountain in southeast Oregon, is closed until further notice due to potential flooding. The National Weather Service forecast shows significant rain and moderate temperatures over the next few days. These conditions, combined with the considerable snowpack remaining on Steens Mountain, are similar to those in early May of 2005 when Page Springs Campground last flooded.
