Framework of Sub Project C “Capacity Development” It will be discussed at the appraisal 1. Objective The general objective of the training is to develop capacity of line agencies’ staff for smooth implementation of the Project, and to develop capacity of local communities for sustainable use of local natural resources, sustainability and extension of the project outcomes in and out of the Project area 2. Implementation procedure Actual items will be finalized through consultation with local communities during the detailed MC planning and design (D/D) to be conducted at when ?. Implementation procedure is that each agency applies its capacity development activity plan as a part of annual program and Project Management and Implementation Unit compiles applications. 4. Each Activity 4-1. C.1“Natural disasters’ prevention” C.1.1 OJT on survey and engineering design of demonstrative avalanche control works in Palandöken (outside Project area) AGM has a responsibility to protect properties in forest areas from natural disasters including avalanches, while large scale infrastructures for natural disasters prevention are under the responsibility of the Ministry of Public Works and Settlement. But the technical capacity of AGM for avalanche prevention is not at sufficient level, because it is still a new field for AGM. Under such a circumstance, AGM’s demand for the capacity development of avalanche prevention is quite high and Palandöken Ski Resort, located just at the suburb of Erzurum city, where 2011 Winter Universiade is planned, requires avalanche prevention facilities. Considering its high demonstration effect and easy access, On-the-Job-Training (OJT) type of capacity development activity targeting Palandöken is evaluated appropriate to enhance necessary skills for survey and engineering design of avalanche prevention facility. 4-2. C.2 “Integrated and participatory approach on watershed rehabilitation” C.2.1 Training on participatory and integrated watershed planning and implementations C.2.2 Excursions to EAWRP and AWRP project sites C.2.3 Workshops The MoEF has been applying a top-down approach with emphases on forest production and technical measures for soil conservation and restoration of natural resources. Therefore, except few regions, it does not have enough experience for a recent trend of participatory approach, which is becoming more and more important for project planning and implementation to have thorough consultation with local communities for sustainable management of natural resources. Livelihood improvement components are also very important to give incentives to local people in the approach, so various line agencies are involved and the MoEF has limited know-how to manage such an integrated project. Meanwhile, various lessons are learned from EAWRP and AWRP, implemented by MoEF and the World Bank, and those projects provide opportunities to study successful cases on natural resource management and livelihood improvement. Therefore, this major activity includes training on those approaches (activity C.2.1), field tour to project sites including exchange of experience (activity C.2.2) and workshops (activity C.2.3) to evaluate outputs of the projects and exchange opinions. Since representatives from various agencies participate, the PMIU will be in charge of operation. 4-3. “C.3 Technical training of line agencies' staffs” C.3.1 Practical trainings in connection with sub-projects and implementations C.3.2 Short-term training of selected project staffs abroad This major activity is for development of technical capacity of line agencies’ staff. Activity C.3.1 covers necessary contents of all agencies related to the project implementation. Meanwhile, activity C.3.2 includes short-term trainings to successful integrated-participatory project sites abroad for the selected project staff, strongly requested by related agencies. Details for each activity are explained in table below. OGM staffs will gain knowledge and experiences on how to prepare and implement ecosystem based forest management plans which secure provision of multiple benefits on sustainable basis for meeting local and national needs. Practical training of local staff as well as sharing of gained experiences with the other regions is given particular importance by OGM authorities OGM staffs as well as local villagers will learn substantial techniques and knowledge on conservation and sustainable use of non-wood forest product resources, which are not taken into consideration sufficiently at present. DKMPG staffs will learn appropriate methodologies for preparation of applicable management plans for the protected areas (e.g. national park, wildlife reserve, etc.) by paying attention besides conservation also sustainable use and socio economic aspects. Replication of the results and staff training on the gained knowledge and experiences will be given special importance. ORKÖY staffs will gain experiences for development of appropriate strategies for improving its livelihood programs, with special emphasize on monitoring and assessment of the environmental and socio-economic impacts and their sustainability. DSİ staffs will learn higher techniques and knowledge related to the project activities, with particular emphasis on collaboration with AGM. TÜGEM staffs will learn higher techniques and knowledge related to the project activities. Project implementation staffs will visit and learn successful project sites abroad. Selected younger staffs of MoEF take short-term training courses abroad, which contribute to sustain and expand the project’s experiences and effects. Selected younger staffs of MARA take short-term training courses abroad, which contribute to sustain and expand the project’s effects. Necessary participants will take intensive language courses before their trainings abroad. However, further examination and clarification are recommended with regard to the contents, programs and detailed implementation schemes of these short-term trainings abroad. Procedure of approval and clearance by SPO and UT should also be examined. Supposed training themes and countries may include: India or Kingdom of Morocco for observation of integrated and participatory watershed rehabilitation projects which are implemented by Japanese ODA loan; Austria for observation of avalanche control works. 4-4. “C.4 Capacity development of local communities” The capacity development of local communities has two main concepts, one for natural resource rehabilitation and the other for livelihood improvement according to the two main project components. The former includes technical improvement of natural resource rehabilitation works and awareness creation programs for sustainable use of natural resources. Local communities in Artvin undertake most of afforestation and soil conservation type of works contracted by MoEF and the works contribute to their income generation, while local communities in Bayburt and Erzurum can not undertake those works due to lack of technical experiences and some other reasons, so technical improvement for those works provide opportunities of income generation in those provinces. Awareness creation programs for sustainable use of natural resources are also valuable, because the sustainability of natural resources depends on the appropriate action of local people with correct information and adequate awareness on the causes and effects of degradation of natural resource. These programs will be started for local community leaders in the first place, and then spread among wider residents. The latter includes trainings for livelihood improvement, such as agriculture, livestock, beekeeping, etc. and community development. They are important for effective use of material inputs from the Project and sustainable development of communities. Importance of community development activities is confirmed by the examples of other projects in line with institutional development. Actual items for trainings will be determined after the detailed MC planning and design (D/D), whose member includes experts for rural development and sociology, and they, with participation of line agencies’ staff, will have dialogues with local communities.
