Terms of Reference Technical Coordinating Officer CCCD project Background As the National Capacity Self-Assessment (NCSA) of the Republic of the Suriname, conducted in 2009, revealed, there are numerous capacity constraints and gaps which pose challenges for Suriname in fulfilling its commitments under the Rio Conventions (namely UNFCCC, UNCBD & UNCCD) and meeting its national sustainable development objectives. The Project, "Mainstreaming Global Environment Commitments for Effective National Environmental Management in Suriname”, is targeted towards addressing cross-cutting capacity gaps and needs, by supporting interventions that will strengthen key government structures, as well as mechanisms for the civil society sector, to improve the institutional framework set up to implement the Rio Conventions and to deliver global environmental benefits. Under this project, capacity development support will lead to two outcomes: (1) Increased capacity of decision makers and stakeholders to manage environmental planning and processes that lead to decisions aimed at increasing global environmental benefits through better use of information and knowledge; and (2) Improved national capacities for the effective coordinated management and implementation of the Rio Conventions, and (3) to continued leverage of financial resources to support the Conventions’ objectives. National Environmental Policy, Planning and Management context Office of the President The overarching body for the coordination of environmental policy is the Office of the President of the Republic of Suriname. Currently, the National Environmental Council, an environmental advisory body to the President, is not operational. NIMOS Office of Environmental Planning and Information National Institute for Environment and Development (NIMOS) through its Office of Environmental Planning and Information (EPI) has overall responsibility for national environmental planning, in two ways: (1) in the sense of spatial mapping and zoning of the country based on modern GIS methods, and (2) in the sense of economic planning through the 1 National Environmental Action Planning (NEAP) process. The office also develops and maintains NIMOS' automated environmental data bases for spatial and non-spatial information. Ministries and institutes In addition, a number of agencies and departments in sectoral ministries hold responsibilities in environmental protection, such as enforcing existing environmental regulations and contributing to environmental planning activities. For e.g. Ministries of ROGB, Natural Resources, Agriculture, Animal Husbandry & Fisheries, Regional Development, Finance, the District Commissioners and national institutes like Planning Bureau, SBB, ABS, CELOS, Anton de Kom University, Bureau of Public Health. Execution CCCD Project based on Setting up Office EPI Considering the abovementioned outcomes of the CCCD Project, the following can be stated: 1. Environmental planning and information & knowledge management are the key aspects of the CCCD Project; 2. Within the NIMOS, responsible for the overall technical coordination, a dedicated, permanent structure should be set up guaranteeing that these key aspects acquire the necessary grounds. The Office EPI is suitable and just to spearhead and monitor the outcomes, even after conclusion of the CCCD project; 3. Setting up and strengthening the Office EPI should coincide with the implementation of the CCCD Project. Therefore, strengthening the coordination role of the NIMOS; 4. The NIMOS is the technical coordinator of, among others, the Rio Conventions. It strives to implement these Conventions through coordination actions, and therefore pursuing maximum impacts on the policy, technical and implementation levels; and 5. Given the role of the Office of the President, the line ministries and various institutions as mentioned in above section with environmental planning, policy and management responsibilities in addition to strengthening cross cutting capacities it is also a requisite to strengthen technical and institutional capabilities. This within the limits of the available funds and priorities and with incorporation of NGOs/CBOs in Suriname in light of increasing role they play in environmental custodianship. 2. OVERALL SCOPE OF THE WORK Under the overall supervision and guidance of the Senior Program Advisor within NIMOS, the Technical Coordinating Officer will be responsible for daily coordination of the project and work closely with the consortium of experts to complete the Components 1, 2 & 3 of the aforementioned Project. 2 He/She will be responsible for the overall coordination of all daily activities, detail planning and logistics. He/She shall liaise directly with the Senior Program Advisor and responsible partners in order to develop the work plan for the project and have a key role in executing the work plan. He/She will report to the Senior Program Advisor. 3. RESPONSIBILITIES AND DUTIES: The Technical Coordinating Officer will be recruited for the duration of the project, which is anticipated to be two years. The Technical Coordinating Officer will undertake responsibilities associated with the execution of the project activities, which include: Organizing and management of project activities (preparation AWP, FACE forms) Manages and Supports the work of the consortium, including research and data collection, coordinating stakeholder consultations, conducting surveys, identifying strategic partners and synergies. Supports capacity building activities in-country: undertakes outreach and advocacy activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Monitoring and reporting of project performance and delivery, which includes drafting documents and reports, to the Project Management and Supervision Facilitate collaborative and consultative processes to ensure participation by government institutions and other stakeholders Lead organizer of training workshops and meetings Liaises with UNDP programme unit on implementation of project activities Performs other duties related to the work of the project as required 4. QUALIFICATIONS Education: Masters Degree or equivalent in Environmental Science, Environmental Management, Environmental Planning or other related disciplines; Experience: At least 5 years of relevant at the international or national level in environmental Management or planning or other related disciplines. Experience in project management is a pre Experience with the local environmental management and socio-economic issues as well as related policy matters preferred. Experience in the usage of computers and office software packages, experience in handling of web-based management systems. Language Requirements: Excellent and demonstrable Dutch and English language skills, both spoken and written. Demonstrable spoken Sranang Tongo language skills is a strong advantage 6. Duration 12 Months. Renewable upon satisfactory performance of contract is possible for duration of the Programme.
