1897-1901 William McKinley
1898 - U.S. Declared war on Spain
- Congress approves annexation of
Hawaii
1899- U.S. divides the Samoan Islands with
Germany
- Sec of State John Hay wrote notes to
ensure an Open Door Policy in regards to
China
1901-1909 Theodore Roosevelt
1901 – “Speak softly and carry a big stick; you will go far”
big stick = US Navy
1903 - U.S. gains control over the Panama Canal zone for
$10 million
1904 – TR issues the Roosevelt Corollary to the Monroe
Doctrine making the US “an international peace
power” in Latin America
1905 – Roosevelt mediated a peace agreement to the
Russo-Japanese War
TR’s boldness and constant activity helped create the
modern image of the President.
1909-1913 William H. Taft
Taft’s foreign policy goals were to maintain the
Open Door in Asia and preserve stability in Latin
America.
Taft placed much less emphasis on military force
and more on helping Latin America industry. He
believed this plan would benefit all involved.
(American business would profit and Latin
America and Asia would rise out of poverty and
social disorder.
His critics called it Dollar Diplomacy –
He called it “substituting dollars for bullets”
