Landing Sites in Egypt and KSA
The Europe India Gateway (EIG) Submarine Cable
System is a fibre optic telecommunications cable
network that in its entirety extends from United
Kingdom to India with several branch segments landing
in different countries.
Woods Hole Group Middle East (WHGME), under
contract to CSA International, Inc., is providing
environmental permit acquisition services for Segment
4 of the EIG Cable System landing sites in the Arab
Republic of Egypt (ARE) and Kingdom of Saudi Arabia
(KSA).
The first phase of the project involved identification of
all necessary proprietary, regulatory, and third party
Permits required for the construction and installation of
terrestrial and marine infrastructure of the cable system.
The relevant information was compiled and summarized
in a Permit Tracking Matrix format, which was updated
on a regular basis. In the second phase, permit
application materials were prepared and submitted to
the regulatory authorities. In addition, site visits to the
landing sites were conducted to prepare Environmental
Impact Assessments (EIAs).
WHGME has provided the following services for the
landing site in KSA:
• Preparation of Ministry of Defense (MOD)
Application Package for Survey Phase,
• Preparation of MOD Application Package for Cable
Installation Phase,
• Permit tracking and follow up with the Landing
Party, and
• EIA for the Jeddah Landing Site.

In addition, WHGME has assisted the Client with preparation
and submission of application materials for other cable
systems landing at Jeddah.
Permitting services in Egypt include the following:
• Coordination with the Landing Party for MOD Application
Package for Survey Phase
• Permit tracking and follow up with the Landing Party
• Preparation and submission of Egyptian Environmental
Affairs Agency (EEAA) Environmental Screening Form B
• Environmental Impact Assessment (EIA) for the Ras Sidr
Landing Site
• Preparation of Egyptian Shoreline Protection Authority
(ESPA) Package for Ras Sidr Landing Site.
Additional work in Egypt includes preparation of MOD
Application Package for Cable Installation Phase; EEAA
Environmental Screening Form B and EIA for Zafarana
Landing Site; Environmental Shoreline Study for the
Zafarana ESPA Package; and a Post Construction Biological
Diversity Study requested by EEAA.
As part of the third and final phase, WHGME will provide
support to the relevant Landing Party in Egypt and KSA for
matters pertaining to the environmental approvals and permits
linked to the project
