LETTER TO DELEGATES
Welcome to the Cuban missile crisis 2017! As chairs we would like to welcome you to THE thrilling crisis
committee. This guide is intended to quickly get you up to speed about the major details of the 2017
Cuban missile crisis as well as provide instruction for each respected delegate or country. Although the
Cuban missile crisis is resolved the threat of nuclear war is still a real possibility given recent tensions
with North Korea. We hope that you will take away vital skills during this exercises to help you
throughout your life.

OVERVIEW:
The Cuban Missile Crisis, also known as the Caribbean Crisis or the Missile Scare, was a 13-day
(October 16–28, 1962) confrontation between the United States and the Soviet Union concerning
American ballistic missile deployment in Italy and Turkey with consequent Soviet ballistic missile
deployment in Cuba. The confrontation, elements of which were televised, is often considered the
closest the Cold War came to escalating into a full-scale nuclear war.
In response to the failed Bay of Pigs Invasion of 1961, and the presence of American Jupiter
ballistic missiles in Italy and Turkey, Soviet leader Nikita Khrushchev decided to agree to Cuba's request
to place nuclear missiles on the island to deter future invasions. An agreement was reached during a
secret meeting between Khrushchev and Fidel Castro in July 1962 and construction of a number of
missile launch facilities started later that summer.
The 1962 midterm elections were under way in the United States and the White House had
denied charges that it was ignoring dangerous Soviet missiles 90 miles from Florida. These missile
preparations were confirmed when an Air Force U-2 spy plane produced clear photographic evidence of
medium-range (SS-4) and intermediate-range (R-14) ballistic missile facilities. The United States
established a military blockade to prevent further missiles from reaching Cuba. It announced that they
would not permit offensive weapons to be delivered to Cuba and demanded that the weapons already
in Cuba be dismantled and returned to the USSR.
After a long period of tense negotiations, an agreement was reached between U.S. President
John F. Kennedy and Khrushchev. Publicly, the Soviets would dismantle their offensive weapons in Cuba
and return them to the Soviet Union, subject to United Nations verification, in exchange for a U.S. public
declaration and agreement never to invade Cuba again without direct provocation. Secretly, the United
States also agreed that it would dismantle all U.S.-built Jupiter MRBMs, which, unknown to the public,
had been deployed in Turkey and Italy against the Soviet Union.
When all offensive missiles and Ilyushin Il-28 light bombers had been withdrawn from Cuba, the
blockade was formally ended on November 20, 1962. The negotiations between the United States and
the Soviet Union pointed out the necessity of a quick, clear, and direct communication line between
Washington and Moscow. As a result, the Moscow–Washington hotline was established. A series of
agreements sharply reduced U.S.–Soviet tensions during the following years.
OBJECTIVES AT THE CONFFRENCE:
1) You will represent your country or character at the conference your goal will be to achieve the
individual interest that has been assigned to you. Keep in mind you will have to give and take,
theses decisions are left at your discretion.
2) The ultimate goal of this conference is to even the loaming threat of nuclear war that has left
the world disrupt.
3) To never let this happen again you will come up with a solution to the threat of nuclear weapons
i.e nuclear agreement between USSR-USA.
Do not let the confines of history stop you, come up with unique solutions and have fun. This is
KMUN 2017.
CHARACTER/ COUNTRY LIST AND OBJECTIVES
The United States of America:
With Russia deployment of nuclear missiles 90 km south of the United States this is very concerning to
the United States who has already imposed a naval blocked on the island nation of Cuba. The United
States must find a solution with Cuban and the USSR to avoid nuclear war.

USSR:
With the implementation of American ballistic missile deployment in Italy and Turkey the USSR decided
to approve Cuba’s request for placement of nuclear missiles. Your goal is to ensure that that all your
allies countries are free from the hand of American intervention such as the failed bay of pig’s invasion
in Cuba.
Delegates:
Premier Nikita Khrushchev, Chairman Anastas Mikoyan, The Russian Button Pusher, Vldamir Putin (KGB),
Anatoly Dobrynin (Russian Ambassador to the United States)
Cuba:
After the United States failed to overthrow Fidel Castro’s regime during the Bay of Pigs invasion,
Khrushchev reached an agreement with Castro to place Soviet nuclear missiles to deter any future
attempts. Surveillance reports showed construction of ballistic missile launchers (MRBMs and IRBMS.
Your goal is to run to the United States into a frenzy by allowing the Russians to deploy ballistic missiles
in Cuba.
