Campuses with practices in place that allow for these types of payroll warrant advances should pay special attention to this notice. Campuses with practices in place that allow for these types of payroll warrant advances should pay special attention to this notice. This notice does not affect campuses that do not provide payroll warrant advances. Action Item(s): For campuses with practices that allow for the approval of payroll warrant advances due to “serious, unforeseeable hardships”, implement as described below. Affected Employees Groups(s)/Units: All. Details: Campuses have and continue to have delegated authority to authorize payroll warrant advances to CSU employees. For campuses to continue to authorize payroll warrant advances for the purposes of alleviating serious, unforeseeable hardships, the following conditions must be met: 1. The amount requested must not exceed the amount that the CSU employee has earned (e.g., days worked) for the respective pay period. This is to preclude making a gift of public funds. 2. Requests for payroll warrant advances must be approved by the campus Vice President responsible for payroll administration, or his/her designee(s). 3. Campuses should communicate and maintain a written policy that clearly defines “serious, unforeseeable hardship” and under what circumstances CSU employees may be approved for this type of payroll warrant advance. The above conditions do not apply to situations involving errors or delays in submitting or processing payments, or payment of wages due to employees upon separation of employment.
