Sulawesi (17.46 million ha) is the world’s 11th largest island that has a remarkable
globallysignificantdiversityofterrestrialfloraandfaunawithanimpressivevarietyof
forestecosystems,andsupportshighratesofendemismandspecies-levelbiodiversity.
Despite the existing 1.6 million Ha of 63 conservation areas throughout the island,
Sulawesi’sbiodiversityremainsseverelythreatenedandfastdegradingduetoanumber
ofhuman-inducedthreats.Protectionandmanagementofprotectedareas(PAs)hasnot
been adequate to prevent extensive encroachment and damage within PA boundaries,
whilstnaturalareasbeyondPAboundarieshavebeenevenmorerapidlydegradedasa
result of logging, conversion, mining, fire and hunting. The long-term solution to
conservingSulawesi’sbiodiversityisanimprovedPAsystemthatiswellintegratedinto
its surrounding landscape, with the increasing capacities and financial resources to
safeguardbiodiversityfromexistingandfuturethreats.
TheobjectiveofEPASSistostrengthentheeffectivenessandfinancialsustainabilityof
Sulawesi’sPAsystemtorespondtoexistingthreatstogloballysignificantbiodiversity.
Thisobjectivewillbeachievedthroughthreeinterconnectedcomponents:
(1) Enhanced systemic and institutional capacity for planning and management of
SulawesiPAsystem;
(2)FinancialsustainabilityoftheSulawesiPAsystem;and
(3)ThreatreductionandcollaborativegovernanceinthetargetPAsandbufferzones.
The project is implemented by the Directorate General of Natural Resources and
Ecosystem Conservation (KSDAE) of the Ministry of Environment and Forestry. The
project specifically focuses on three important Sites, i.e., Lore Lindu (217,992 ha) and
Bogani Nani Wartabone (287,115 ha) National Parks and Greater Tangkoko
ConservationArea(8,665ha),whicharesomeofthemostimportantsitesforterrestrial
biodiversityinSulawesi.

MAINTASKS/RESPONSIBILITIES
Working as a team in the FieldCoordination Unit, and in collaboration with the
Project international and national consultants, he/she will provide technical expertise
related to protected area conservation and management and coordinate the Project
activitiesandimplementationsatPASitelevel.
SCOPEOFWORKS
- CoordinateandprovidetechnicalsupporttoenhancePAsiteleveloperationsinRBM
implementation, i.e., cultivation of leadership and disciplines at resort level,
operationalization of biodiversity and habitat condition monitoring system, skill
enhancementandroutineenforcementandreportingsystemtoencounterthreatsto
biodiversity;
- Coordinate consultation process and monitor the development and implementation
ofintegratedlanduseplanatDistrictlevel,aswellasthemarkingofPAboundaries
andbufferzones;
- Providetechnicalsupportforpotentialgrantees(bothPAstaffandcommunities)in
developingfieldbasedprojectsgrantedbytheProject;
- Documentingthelessonslearnt;
- Provideinputs for environmental awareness raising and capacity building on PA
systemmanagement;
- PerformothertasksasmayberequestedbytheProjectmanager.
QUALIFICATION
Thesuccessfulcandidatewillhavethefollowingexperiencesandqualifications:
- A University degree in Forestry, Conservation management,environmental
management,biologicalscienceandorgeographicalscienceorotherrelevantfield;
- Relevanteducationand/ortrainingsinoneoftheareasrelatedtorangeroperational
programs,biodiversitymonitoring,lawenforcement,communityempowermentisa
strongadvantage;
- Aminimumof5yearsofexperiencesintechnicalassignmentinaresort/anational
park/Protected area as in activities/processes or involved in project onthe
Strengtheningprotectedareamanagementcapacity;
- Proven ability to collect, verify and analyze information, and to finish and present
workwithahighdegreeofaccuracyandtechnicalquality;
- Experiences in working with local government officials, Universities, local
communityandNGOsisdesired;
- Ability to communicate effectively orally and in writing, in order to communicate
complex,technicalinformationtobothtechnicalandgeneralaudiences;
- Demonstrate ability to manage and motivate people in a complex political
environmentandachievement;
- Strongdrafting,presentationandreportingskills;
- Strong interpersonal and communication skill, strong culturalsensitivityandability
toworkinmulti-culturalenvironment;
- Good working knowledge of English is preferable, high proficiency in Bahasa is a
must;
- Abilitytoworkunderpressureandmeetstrictdeadlines;
- Abilitytoproducehighqualitycontentswithinthesettimeframe.
