3RD CONGRESS 1ST SESSION S. 14 To repeal the 1984 National Minimum Drinking Age Act, as to allow the several States to set their minimum age for the consumption of alcohol without penalty, and for other purposes. _____________________ IN THE SENATE OF THE UNITED STATES JANUARY 15, 2015 Mr. MENON introduced the following bill; which was referred to the Committee on Commerce, Science, and Transportation for a period to be subsequently determined by the Pro Tempore, for consideration of such provisions as fall within the jurisdiction of the committee concerned. _____________________ A BILL To repeal the 1984 National Minimum Drinking Age Act, as to allow the several States to set their minimum age for the consumption of alcohol without penalty, and for other purposes. 1 Be it enacted by the Senate and House of 2 Representatives of the United States of America in Congress 3 assembled, 4 SECTION 1. SHORT TITLE. 5 This Act may be cited as the "Lautenberg Memorial 6 Minimum Alcohol Consumption Age Revision for States Rights 7 Act" or the "LMMACARSR Act". 8 SEC. 9 DRINKING AGE ACT. 2. REVISION OF THE NATIONAL MINIMUM 10 Section (a) (1) of the National Minimum Drinking Age 11 Act of 1984 (23 USC § 158) is amended by adding: ‘(C) Fiscal 2 12 year 2014 and thereafter.-- For fiscal year 2014 and each fiscal 13 year thereafter, the amount to be withheld under this section 14 shall be an amount equal to 0 percent of the amount 15 apportioned 16 subparagraph (A), under paragraphs (1) and (2) of section 104 17 (b).’ 18 SEC. 3.
