Designed to translate the complexity of food security into an opportunity for action, the Rice Bowl Index
(RBI) is a living database that assesses how robust a country’s capacity is to address the challenges of food
security.
Agriculture as a percentage of Pakistan’s GDP has declined, but remains its most important sector,
employing a large share of its labor force. Production of staple crops such as rice and wheat has increased.
Despite this growth, food insecurity has remains an issue due to economic instability, internal conflicts, and
natural disasters.

• Pakistan performs worst in the farm-level rubric,
therefore efforts to improve food security in Pakistan

CROSSING THRESHOLDS
A challenge in creating any index is to be able to provide meaningful performance comparisons. By
establishing thresholds as a comparison tool, the RBI has defined the ‘desired’ threshold as one standard
deviation below the average performance of the top quartile. This is relevant because top quartile
performance exhibits considerable stability over time which is considered as essential for genuine
robustness in a country’s food system. Using the top quartile as the baseline also makes the thresholds
aspirational in nature, a performance mark that countries should strive to achieve.
A standard deviation is a statistical value used to determine how spread out the data in a sample are, and
how close individual data points are to the mean — or average — value of the sample. A standard deviation
of a data set equal to zero indicates that all values in the set are the same. A larger value implies that the
individual data points are farther from the mean value.
