Learning Outcome(s) and Assessment Standard(s):
Learning Outcome 1: The learner will be able to use enquiry skills to investigate geographical and
environmental concepts and processes.
Assessment Standards:
We know this when the learner:
■ Asks significant questions to evaluate sources, for example, to identify bias and stereotypes,
omissions and gaps [works with sources].
■ Analyses and reaches conclusions about information from sources such as photos, maps and
atlases, graphs and statistics [works with sources].
■ Correlates information from various sources with information from maps, atlases, satellite images
or orthophotos [works with sources].
■ Reports on the knowledge gained in the enquiry by constructing an interpretation and argument
based on sources of information; uses maps, diagrams and graphics; where possible uses
computers in the presentation [communicates the answer].
Learning Outcome 2: The learner will be able to demonstrate geographical and environmental
knowledge and understanding.
Assessment Standards:
We know this when the learner:
■ Provides a reasoned explanation of some approaches to development [people and places].
■ Identifies ways in which science and technology have contributed positively and negatively to
development [people and resources].
■ Explains how sustainable development could impact positively on people, places and
environments [people and the environment].
Learning Outcome 3: The learner will be able to make informed decisions about social and
environmental issues and problems.
Assessment Standards:
We know this when the learner:
■ Identifies challenges to societies and settlements, with a focus on population growth and change
[identifies the issue].
■ Suggests ways of responding to issues associated with population growth and change in a
particular context [makes choices].

Development
40 minutes, 34 marks
1.1
Which one of the following definitions of development do you think is the best? State why
you think it is better than the other one.
1.2.
a) Development is a measure of how technologically advanced a country is.
b) Development is a measure of how high the standard of living is in a country.
Write a good definition of development.

Note that Germany’s population is twice that of South Africa’s, so therefore can be expected to
have, for example, more cell phones than South Africa.
2.1.
Which three figures in this table support the idea that RSA is just as developed as
Germany?
2.2.
Which two figures in the table show that South Africa is less developed than
Germany?
2.3.
Assuming that no person owns more than one cell phone, calculate the percentage of
people in Germany and South Africa that own a cell phone.
2.4. Why are the numbers of cell phones per person in Germany and South Africa so similar?

What does ‘HDI’ stand for?
HDI is calculated using several other statistics. Name three of the statistics used in
calculating HDI.
South Africa is much more technologically advanced than Botswana, and yet its HDI
is almost the same as Botswana’s. Explain the factors in South Africa’s development
history that have led to South Africa having an unexpectedly low HDI.

4.
Refer to the photograph above of a village in NW Mozambique (HDI = 0.380).
Imagine that you live in this village. An American tourist decides to give the village
R1 million towards development. What would you spend the money on to improve the
lives of the people in the village? Write down five different ideas, with a brief explanation
of why it would improve the village.

1.2
Write a good definition of development.
[2]
Must mention two of GDP/capita, life expectancy, education level and standard of living
for 2 marks.
2.1
Which three figures in this table support the idea that RSA is just as developed as
Germany?
[4]
Tarred roads; electricity consumption; cell phones
Which two figures in the table show that South Africa is less developed in Germany?
[2]
GDP; unemployment
Assuming that no person owns more than one cell phone, calculate the percentage of
people in Germany and South Africa that own a cell phone.
[4]
88% Germany, 89% South Africa
Why are the numbers of cell phones per person in Germany and South Africa so
similar?
[2]
Most Germans have access to several land-lines. Many South Africans only have access
through cell phones, so cell phones are very attractive to South Africans.

Human development index
HDI is calculated using several other statistics. Name three of the statistics used in
calculating HDI.
[3]
Any three of: Life expectancy; GDP per capita; education levels; unemployment rates;
health care
South Africa is much more technologically advanced than Botswana, and yet its HDI is
almost the same as Botswana’s. Explain the factors in South Africa’s development history
that have led to South Africa having an unexpectedly low HDI.
[5]
Any three from: Apartheid denied most South Africans access to land ownership, jobs,
education and health care. It will take many years to eliminate this backlog. Three factors
+ some explanation.
What would you spend the money on to improve the lives of the people in the village?
Write down five different ideas, with a brief explanation of why it would improve the
village.
[10]
Answer must show empathy and understanding of the circumstances of a poor
community. Starting shops does not create wealth. Education, health care, job creation.
