Item 11b Membership evaluation Dear Colleagues, Representatives of National Music Councils, The 32nd General Assembly adopted a new membership structure, as well as a definition of a National Music Council (NMC) (carrying 3 votes at the General Assembly). It also introduced the category National and Specialist Organization (carrying 1 vote at the General Assembly). The Statutes now indicate that To be accepted as a national music council, an organisation must a) be broadly representative of musical life in that country b) demonstrate that it subscribes to the IMC’s position on cultural rights c) develop policy positions to advance the musical life of the country and advocate these to decision-makers including the government d) be governed democratically In addition, the GA decided to include in the Statutes: „IMC shall know, accept and respect the national political and culturally specific circumstances under which a NMC operates.” The IMC as an inclusive, world-wide organisation has a place for each and every organisation adhering to its principles and objectives! Our long-term aim is to have as many as possible well-established NMCs meeting the criteria stated in the Statutes. Wherever needed and possible, the IMC as such, its officers and members, are there to offer assistance in meeting the criteria. On behalf of the IMC Executive Board let me ask your assistance and cooperation for an assessment of the work, the structure and the representativity of our current membership in relation to the above-mentioned criteria. Based on your assessment and further collected knowledge, the IMC Executive Board will understand the different specific circumstances better, and if needed, it might offer some „tailor-made” assistance for the development of your organisation – in cooperation with the Regional Music Councils / Coordinators, other IMC-members or non-members etc. This assessment and development process will help in presenting a clear picture of the right place for each member within the membership structure before our next General Assembly in 2009. Please, help us to know and understand your NMC better by filling in the following selfassessment sheet, and return it to the IMC Secretariat, preferably by e-mail, by March 25, 2008 at the latest.
