Objectives
The smart specialisation platform supports MSs & Regions to design
and upgrade their RIS3 by identifying a limited number of priorities
with high innovation potential.
 This innovation potential may be further reinforced by using ESIF
in order to make catching-up MSs & regions more competitive in
place-blind & excellence-based H2020 calls.
 Beyond a stronger innovation generation capacity, there is room
for increasing the innovation absorption capacity by new MSs in the
context of past FP projects.
The S2E project would have two main objectives, namely:
 The provision of assistance to EU13 to enhance the value of these
two EU funding sources for R&I by promoting their combination;
 Stimulating the early and effective implementation of national and
regional Smart Specialisation Strategies.

S2E Rationale & Case Studies
What are the biggest policy problems?
• The vision thing: National authorities often lack strategic vision and
broad/holistic approach to R&I, which is further hampered by the
system instability and political changes
• Off the beaten track: Mistrust on the part of the population towards EU
institutions due to negative messages that can be sent by national
politicians
• Building bridges: In most of the EU13 countries there is lack of policy
coordination across the knowledge triangle policies; tension between
the Ministries / Agencies dealing with ESIF and national funds for R&D
• Penelope’s web: Instability of administrative structures of the EU13
Member States; constant fluctuation in staff and changes of
institutions in charge of the management of EU funding programmes

What can be done quickly, what over a
decade?
• Make the EU policy process more inclusive (as
entrepreneurial discovery process for the RIS3)
• Increased intervention in the policy mechanism of
countries facing low quality of governance with more ex
ante conditionalities
• Identify good practices for evaluation mechanisms of
institutions, funding schemes, programmes and a set of
common criteria and rules for the distribution of funds for
R&I

What can be affected at EU level?
Inclusiveness (as a goal, not as a side-effect)
• It is an open issue whether schemes focused on excellence
will actually increase the innovation gap; EU13 researchers
complain that it is difficult to enter the "club" of
successful applicants
• ‘It’s-me-or-him’ dilemma: Competition between various
sources of funding (H2020 and ESIF particularly)
• Investment in tools for monitoring the quality of
governance, efficient use of EU funds and enhancement of
national / regional administrative capacity is needed

What can be advocated at EU level but
delivered only locally?
• Breaking down barriers - Better communication
between different governmental departments and national
agencies – reduce silo thinking
• Learning - Allow the knowledge exchange among the
authorities in charge of similar tasks in different MSs
(especially MAs, NCPs, H2020 programme committees
etc.) through monitoring tools, joint events and
disseminating best practices.
