MEASURE AH ARGUMENT IN FAVOR OF MEASURE AH ORDINANCE NO. 4360 Measure AG, an “Initiative to Add a Temporary Half-Cent Sales Tax to Fund Facilities in Mendocino County to Assist in the Diagnosis and Treatment of Mental Health and Drug Dependency” has qualified for the ballot. But an enacting clause is needed to implement Measure AG. AN URGENCY ORDINANCE OF THE MENDOCINO COUNTY BOARD OF SUPERVISORS ADOPTING ENACTING LANGUAGE TO ALLOW THE STATE BOARD OF EQUALIZATION TO ADMINSTER THE TRANSACTIONS AND USE TAX THAT MAY BE IMPOSED BY A VOTER SPONSORED INITIATIVE ON THE NOVEMBER 8, 2016, MENDOCINO COUNTY BALLOT Measure AH. Shall an ordinance be adopted containing specific enactment language that will allow for the collection of taxes pursuant to the Initiative to Add a Temporary Half-Cent Sales Tax to Fund Facilities in Mendocino County to Assist in the Diagnosis and Treatment of Mental Health and Drug Dependency, if said initiative is passed by the voters at the November 8, 2016 election, without which, no taxes will be collected pursuant to said initiative. YES or NO IMPARTIAL ANALYSIS MEASURE AH An Ordinance Adopting Enacting Language to Allow the State Board of Equalization to Administer the Temporary Half-Cent Sales Tax to Fund Facilities in Mendocino County to Assist in the Diagnosis and Treatment of Mental Health and Drug Dependency An initiative, Measure AG, is seeking voter approval for the temporary adoption of a special one-half of one percent (0.5%) sales tax that would be applicable to both the unincorporated and incorporated areas in the County of Mendocino to fund Mental Health Facility Development. In order for the tax proposed by Measure AG to be collected, the County must adopt enacting language required by the State Board of Equalization that allows the State to administer the tax, Measure AH contains the enacting language that is required. Without such required enacting language the tax proposed by Measure AG would not be able to be collected. The County Board of Supervisors placed this measure on the ballot to effectuate Measure AG. Without this measure, the tax collected by Measure AG, could not be administered by the California State Board of Equalization, and would defeat the purpose of Measure AG. This measure must be adopted by two-thirds (2/3) of the voters. Measure AH, (which provides the enacting clause that is needed to implement Measure AG) was added to the ballot by unanimous vote of the Board of Supervisors. We, the undersigned, strongly urge a yes vote for Measure AG and a yes vote for Measure AH. It is important to note that Measure AG raises funds to develop facilities, but does not provide a detailed description of those facilities or the services that will be provided. Measure AG specifically prohibits using any of the funds for staffing. The Board of Supervisors is committed to working with the proponents of Measure AG, the Measure AG oversight committee, and other community stakeholders to assure that the funds are spent to develop the right facilities that will provide the services that are most needed. Any funds not needed for initial facility development will be held in trust for maintenance of the facilities so they do not fall into disrepair. The Board of Supervisors is equally committed to exploring all available funding options to assure that staffing of the facilities will be economically sustainable. Working in partnership with community stakeholders, including our current contractor for mental health services, we are confident that the ways and means to properly fund these facilities will be identified. Vote “YES” on Measure AG to provide facilities for improved diagnosis and treatment of mental health and drug dependency in Mendocino County. Vote “YES” on Measure AH to adopt the enacting clause that is needed to implement Measure AG.
