The successful candidate must meet ISP's Drug Policy (see below) and will
be required to complete a criminal history background investigation and
polygraph, which includes drug screening. Employment is dependent upon
satisfactory results of the investigation and polygraph.
All Idaho State Police Forensic Laboratories are accredited by ASCLD/LAB
International and to the ISO 17025:2005 Standard. State Police Forensic
Laboratories serve state, local, and federal law enforcement agencies;
state and county prosecutors; and public defenders.
Responsibilities:
• Manage and direct forensic latent fingerprint and impression evidence
casework for the state of Idaho
• Serve as the latent fingerprint and impression evidence discipline lead
• Plan, organize, staff and supervise the latent fingerprint and impression
evidence program operations
• Hire, train, delegate duties, set priorities and evaluate staff performance
• Provide scientific and technical expertise in the areas of fingerprint and
impression evidence analysis; address policy and operational and
procedural questions
• Serve as a liaison between ISP and other federal, state and local
agencies
• Direct or perform research and validation studies to investigate and
implement new methodologies
• As part of the management team, assist with implementing the ISP
strategic plan
• Provide and oversee training of staff in performing examinations,
interpreting the results, and providing expert witness testimony
• Develop legislative proposals, budgetary and staffing decision units
• Review, monitor and work with the Quality Manager to ensure quality
system compliance
• Write analytical procedures and training manuals; monitor proficiency
testing and oversee corrective action
• Develop strategies to meet the needs of clients and improve performance
• Conduct complex examinations of evidence and develop analytical
findings in latent print examinations and provide expert opinion testimony
regarding the scientific findings
• Provide assistance at complex crime scenes for the collection of latent
prints

Minimum Qualifications:
• Bachelors degree in a physical or biological science from an accredited
U.S. or Canadian institution. (See exam for specifics on coursework
requirements.)
• Three (3) years of experience as a qualified latent print examiner, working
in a forensic laboratory as an independent analyst, providing testimony
and serving as a scientific liaison to other entities in the criminal justice
community
• Good knowledge of management and supervisory practices
• Must currently possess, or obtain within one year of being hired,
certification by the International Association for Identification for latent
print examination (Certified Latent Print Examiner)

Idaho State Police Drug Policy
Idaho State Police does not consider for employment, nor accept as a volunteer,
any person who has:
• Used or possessed within the 5 year period immediately preceding
application for ISP employment: LSD, PCP, heroin, methamphetamine,
cocaine, or designer drugs (e.g. ecstasy, synthetic cathinones, their
chemical derivatives and synthetic equivalents, etc.); if use was prior to 5
years preceding application for employment, the following factors will be
considered:
(1) the frequency of the behavior;
(2) the quantity of drugs involved; and
(3) the type of drug;
• Used or possessed within the 3 year period immediately preceding
application of ISP employment: marijuana, inhalants (huffing), anabolic
steroids, hallucinogens (psilocybin mushrooms), or synthetic
cannabinoids (e.g. spice, K2, etc.);
• On any occasion illegally manufactured or delivered a controlled
substance;

• Used any illegal drug while employed in any law enforcement or
prosecutorial agency;
• Been found guilty by a court or jury of driving under the influence of
intoxicants within the 5 year period preceding application for ISP
employment;
• Abused prescription drugs (case by case analysis).
Other involvement with illegal drugs may be a disqualifier. The Colonel of the
Idaho State Police has the authority to make all final hiring decisions.
Also, please note: ISP's procedure states that visible tattoos on the head, neck,
or hands are prohibited and must either be removed or covered by an
acceptable means that does not deter from the professional image.

At the discretion of the appointing authority, compensatory time off may be
provided in lieu of overtime cash compensation.
