OCTOBER 20, 2010 REGULAR MEETING The second regularly scheduled monthly meeting of the Atwater City Council was called to order on Wednesday, October 20th, 2010 at 7:02 p.m. in the Council Chambers by Mayor Bruce Baker. Council members present were Dale Tagtow, Mark Olson, Shane Hagstrom and Scott Bjornson. Visitors at the meeting were Jared Voge from Bolton and Menk, Richard and Andy Engan from Engan and Associates, Kevin Friesen from Rural Development, Ivan Wersal, Gary Tagtow and Pat Wortham. Representing the city departments was Police Chief Reed Schmidt. The minutes of the regular meeting of October 6th, 2010, was motioned for approval by Olson second by Hagstrom. Motion carried unanimously. KEVIN FRIESEN – RURAL DEVELOPMENT Money maybe available from the continuing resolution but it might be spring until funds are available. RICHARD AND ANDY ENGAN Engan informed the council that the bidding is very competitive: materials are up but labor is down. The Legacy grant needs to be finished by June of 2011. Engan asked if we could proceed with bid process and open at the next meeting. Motion was made by Bjornson and second by Hagstrom to go out for bids for the Hotel Project for opening on November 17th. Motion carried unanimously. There will be a pre-bid meeting before the due date to get everyone on the same page. JARED VOGE- UPDATE ON STREET PROJECT Voge reviewed the schedule and different options for various sizes of projects. Council chose Option B with PFA option on 3rd, 4th, and Atlantic Ave with a total cost of $1,693,200 including county participation estimated at $350,000. Voge asked the council to reconsider the special assessment policy. Council asked that the county participation be subtracted off the cost of the project before creating the assessment roll. Finance package through PFA is for water is $820,000 and sewer is $335,000 only. Of the total cost of the project the city will need to come up with $188,200. Council discusses doing no special assessment and just using water and sewer rates to pay for any additional money needed. Motion was made by Bjornson and second from Hagstrom to do a feasibility study on the downtown area project. POLICE REPORT Chief Schmidt reviewed an update of activity for the first three quarters of 2010. 2009 versus 2010 tickets and warnings are down 15%. PARKS REPORT The ACGC School district is requesting to rent Kingery Field for spring baseball since they do not have enough fields in the spring for all of the teams in the school. CLERKS REPORT Clerk smith submitted a games license for the Phat Pheasant Pasta and Brew for the remainder of 2010. Motion for approval was made by Bjornson and second by Hagstrom. Motion carried unanimously. Council reviewed dangerous or abandoned property (3 or 4) in the city limits. Clerk will proceed with letters and coordinate it with the city attorney. We will need to have a special meeting to canvas the votes from the General Election. Council chose to meet at 7:30 a.m. on November 5th. LIQUOR & DANCE PERMITS Motion was moved by Hagstrom and second by Tagtow to approve a dance permit for the month of November for IDK. Motion carried unanimously. Dance permit for Phat Pheasant for the remainder of October was moved by Bjornson and second by Olson. Motion carried unanimously. Motion by Hagstrom and second by Tagtow to approve a off-premises liquor license for IDK at the Strong Garage on October 23rd. Motion carried unanimously. Dance permit for ARTMEYERSON for October 23rd at the Strong Garage was motioned by Olson and second by Bjornson. Motion carried unanimously. APPROVAL OF BILLS The following verified accounts were presented for payment, upon approval of the Finance Committee; it was moved by Hagstrom and second by Tagtow. Motion carried authorizing the Clerk/Treasurer to make such disbursements: October 22, 2010 (Checks numbers 22454-22479 for $177,585.02).
