Reference is made to the below ITB; kindly find below our answers for the
queries received. Also, please find attached photos explaining our requirements
for the process of preparing your samples. Please note that any offer without
samples will not be considered.

Q1:
Composition Book, Drawing book etc. (Items from 1-6 Aqaba Port,
Items from 1-6 Ashdod Port & Items from 1-8 in LTA Sheet) , The front
cover & Back cover should be PVC/laminated or simple grey, blue manila
cover?
Answer:

Manila cover as per ITB Annex B-Quality Parameters.
Q2:
The front cover & Back cover Design/Artwork will be provided by
UN or will be done as per specs given.
Answer:
As per specifications provided in Annex B-Quality
Parameters. UNRWA emblem as per the attached.

Q3:
The inside pages of all books Design/Artwork will be provided by
UN or will be done as per specs given.

As per our understanding U/M stands for Unit of Measures. Please
specify Yes or No

Q6:
All rates are net of direct taxes. If not taxes will be borne by
UNRWA.

UNRWA is exempted from paying duties or taxes, as per
ITB Annex E - GCC Goods and Services.

Q7:
The books should be made from wood free, white color, and
glazed papers with regular opacity and antistatically treated. Antistatically
treated means avoiding the effects of static electricity.

Q12: Will sample be provided of each book for reference purpose.
Answer:
One sample per requested item from each vendor is
required for evaluation. Please refer to ITB invitation letter para 8, and
adhere with the instructions to send samples as per attached Annex C,
Para 2.

Q13: UNCC Code (326122-0000) in small print at bottom left hand
corner of cover. UNCC Code + numbers or only numbers to be printed.

Q14: Consignment delivery: Number of days to be delivered after award
of contract.
Answer:
The supplier should consider depending on the loading
place to be delivered on the requested date of delivery.

Q15: Rate USD per Unit FOB-Incoterms 2010 Liner In or FCA. As per
my understanding Liner In means Door to Door Delivery. If others please
specify.

Q16: Bid Form #3 -Exercise/Notebooks LTA (three years Estimated
quantities). In LTA 3 years means it will be assigned one time in 3 years or
LTA quantity will be distributed in no’s of times in 3 years.
Answer:
LTA refers to Long Term Agreement (Outline Agreement).
The quantities are estimated quantities to be ordered over the period of 3
years as and when required. Actual quantities can be more or less than
these numbers. LTA prices should be FOB prices, while freight charges
will be requested once we have actual quantities to order.

Q17: For item 14111514.0013 Arabic Exercise book, 100 sheets, I
checked our producing record, the UNCC Code of this item should be
326210-0001, is it right? However in the ANNEX B Technical
Specifications you indicated "Agency cat. no. 05.1.118.1", is it a
description mistake? Meanwhile could you double confirm the inner paper
of this item is 60gm/m2?
Answer:
For this item, catalogue number should read
14111514.0013; while inner paper is 80gm/m2.

Q18: For item 14111514.0020 Exercise book (Arithmetic), 52 sheets
(104 pages), could you send us a picture of this item for confirming
whether the inner ruling is full 5x5mm square? Meanwhile I saw that you
indicated the UNCC Code was 326123-0000 however actually the UNCC
Code 326123-0000 is for the Drawing Book, would you please double
check about this and update the Technical Specifications?

Q19: Regarding the bid form (Annex A-2) which is for the expected
quantities required for 3 years, shall we also quote the prices for this? Is it
means that in the following 3 year you may not inquire the prices and send
the Bids directly?
Answer:
Please refer to answer of Q16 above. Once an LTA is
signed with one vendor; orders will be sent to that vendor directly without
any bidding process. We will only ask that specific vendor to provide
freight charges to destination field.

Q20: Now we set up a new branch company and open a new account,
this company and bank account is mainly used for paying and receiving
USD payments from abroad. But the manufacturer is still XXX, so the
CO(Certificate of Origin) should be still with XXX letter head. But the
payment should be sent to new bank account instead of previous bank
account, is it ok?
Answer:
Please provide us with company headed letter introducing
the sister company and requesting us to pay your invoices to that
particular company. This is allowable only for registered sister companies;
which means you need to provide registration papers accordingly.
