Working in partnership with many stakeholders, industry and levels of government, the Ministry’s
International Trade and Investment Attraction Division provides integrated trade and investment programs to
help BC increase exports, develop international partnerships, attract investment and eliminate protectionist
measures. The Division focuses on key target markets, particularly in Asia, and the eight priority sectors
identified in the Jobs Plan as having the most potential to bring new dollars into our economy.
ITIA Mission: To open and expand markets for BC goods and services, particularly in Asia, and attract
investment to grow BC’s priority sectors.
JOB OVERVIEW
Responsible for creation and delivery of export development programs and services that assist British Columbia
companies to expand their international business activities. Works to identify companies with export potential
and ensure those firms are prepared to enter target international markets. Currently focuses on one or more of
the following sectors: mining, forestry, natural gas, agrifoods, transportation, and technology (clean
technology/green economy, ICT, digital media, life sciences, aerospace and marine).
ACCOUNTABILITIES

Develops and delivers strategic business programs and initiatives that will allow companies throughout
British Columbia to develop the skills and knowledge necessary to engage in international business.

Responsible for one or more priority industry/sector focused portfolios to improve B.C.’s export
competitiveness. Works closely with JTI staff, including those responsible for international markets, to
contribute to an increase in both the number and volume of BC exporters.

Identifies and works directly with export-ready companies in assigned sector(s) to connect them to the
Province’s international service offerings including: Trade and Investment Representatives abroad,
missions, trade events, visiting delegations, information, training, and contacts, in order to accelerate their
export activity in key international markets.

Identifies export market development opportunities by analysing sector and market news and trends;
assessing the competitive marketplace; examining emerging issues in provincial trade and sector
developments; identifying BC’s sector strengths and competitive advantages; defining areas of opportunity
for priority markets; providing informed recommendations to advise provincial staff / BC companies on
potential growth strategies.

Promotes the Ministry’s international trade services, and delivers presentations and information on export
development programs and policies, strategies and initiatives, to encourage B.C. businesses and
organizations to participate in, and support, international trade.

Prepares presentation and meeting materials; drafts and produces written documents including briefing
notes, reports, issue papers, position papers, market analysis, speaking notes, Q&As, backgrounders,
Cabinet submissions, Treasury Board submissions, correspondence, and other documents including sector
export strategies.

Uses and develops the BC Business Network as a primary tool for engaging B.C.’s business community in
export development opportunities.

Consults with stakeholders within provincial ministries and from other levels of government, industry
organizations and other groups to develop and implement programs, negotiate solutions and influence
decisions.

Acts as a Ministry authority on export development within one or more priority sectors and advises
internal and external stakeholders on market activities and opportunities, critical issues and strategic
objectives.

Establishes and maintains a strong network of regional and sectoral business organizations throughout
British Columbia in order to maintain currency with local issues, challenges and opportunities.

Encourages employee engagement, collects and utilizes feedback, shares knowledge and fosters trust.

Leads and contributes to project teams as well as ad hoc corporate or special projects.

Effectively manages the unit’s resources and applies cost-benefit analysis during program delivery.
Prepares monthly reports and ensures program budgets are balanced by fiscal year end. Oversight of
contracts for services, performance management and evaluation.
JOB REQUIREMENTS
University degree in Commerce, Economics, Business Administration, or a related field with a minimum of 5 -7 years
related business development, economic development or sector development experience, or an equivalent combination
of education and experience, including relevant experience in the following sectors:




Natural Resources (Mining, Natural Gas, Agriculture, Forestry)
Technology (ICT, Digital Media, Aerospace/Defence, Marine, Advanced Manufacturing, International Education)
Green Economy (Green Buildings, Clean Technology, Green Energy).
Experience in creating and delivering effective business development programs.

Strong knowledge of international commerce, business administration, and issues related to international trade
(export promotion and investment attraction) and international marketing, especially with respect to priority
markets in Asia.

Strong knowledge of the BC economy, its key industries and relevant partners and organizations.

Strong knowledge of international relations, diplomacy and protocol.

Excellent presentation, reporting and communications skills.

Knowledge of managing a multicultural and geographically dispersed workforce.

Knowledge of project management tools and techniques

Proficiency in the English language is critical

Foreign language skills are considered an asset

Successful completion of security screening requirements of the BC Public Service, which may include a
criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security
screening checks as required by the ministry (Note: It is important that you read the job posting carefully
to understand the specific security screening requirements pertaining to the position).


