Working in partnership with many stakeholders, industry and levels of government, the Ministry’s
International Strategy and Competitiveness Division provides integrated international trade and investment
policy, planning and strategy to help BC increase exports, develop international partnerships, attract
investment and eliminate protectionist measures. The Division focuses on key target markets, particularly in
Asia, and the eight priority sectors identified in the Jobs Plan as having the most potential to bring new dollars
into our economy.
MIT Mission: To open and expand markets for BC goods and services, particularly in Asia, and attract
investment to grow BC’s priority sectors.
JOB OVERVIEW
To develop trade priorities, participate in negotiations, implement agreements, provide advice on a range of
national and international trade, investment and labour mobility agreements and identify industry
competitiveness issues for BC and options for addressing competitive gaps and international trade, economic
business and investment competitiveness and job creation in British Columbia.
ACCOUNTABILITIES

Assist in the development of government’s positions and strategies for trade negotiations and disputes
affecting the province’s interests and jurisdictional rights.

Participate in the negotiations of trade agreements to reduce/eliminate barriers to trade, investment,
labour mobility and competitiveness to enhance the economy of British Columbia.

Manage working groups and cross-jurisdictional trade teams to address trade, investment and/or labour
mobility issues.

Manage inter-agency/ jurisdictional economic competitiveness projects, negotiate conflicting priorities,
identify and develop implementation plans, policies, legislation and regulations and impact assessments.

Establish and maintain a strong inter-agency/ jurisdictional network in order to maintain currency with
business interests, barriers and positions regarding economic development.

Consult with industry and other stakeholders to develop trade strategies, negotiating positions, sector
strategies and economic development proposals.

Manage contracts, including qualifying criteria and performance agreement conditions for personal
services contracts, and design studies for performance evaluation.

Assess new/ proposed policies and programs of other government agencies to identify consistency or
conflict with strategic directions and international trade agreement obligations, advise of potential impacts
on BC, and of trade-compliant means to achieve the goals of the policies and programs.

Assess strategies, policies and approaches, used by competing jurisdictions, to support economic
development/ expansion and identify change opportunities for BC.

Manage staff and conduct performance reviews.
JOB REQUIREMENTS
EDUCATION AND EXPERIENCE:

Degree (post graduate degree preferred) in Economics, Business, Law or Public Administration, or an
equivalent combination of education and experience.
A MINIMUM OF THREE (3) YEARS OF EXPERIENCE IN THE FOLLOWING:

Trade and economic development, trade policy analysis and development, as well as legislative processes
and inter-governmental procedures.

Collaborative relationships with stakeholders and interest groups.

Preparing briefing materials, Treasury Board and Cabinet submissions and public presentations.
KNOWLEDGE, SKILLS AND ABILITIES:

Domestic and international trade agreements and negotiations.

Programs and policies of the BC government related to economic competitiveness, international and
internal trade or other defined areas of responsibility.

Economic theory, sources and uses of data, methods of policy analysis and the structure and function of
the BC economy.

The principles and approaches to effective negotiation, facilitation and arbitration.

Successful completion of security screening requirements of the BC Public Service, which may include a
