“To support the assessment of global progress in achieving the expected outcome, [seven global targets are
identified: [substantially] reduce disaster mortality per capita [by a given percentage] by 2030; [substantially]
reduce the number of affected people per capita [by 20%] by 2030; [substantially] reduce direct disaster
economic loss [by a given percentage] in relation to GDP by 2030; [substantially] reduce
disaster damage to critical infrastructure, including health and educational facilities [by a given percentage] by
2030; [substantially] increase the number of countries with national and local strategies by 2020; [increase flow
of additional, sustained and predictable means of implementation, in particular, provisions of financial resources
for disaster risk reduction including public investments, technology transfers, capacity building etc.; from
developed countries to developing countries by [x percentage of gross national income] per year up to 20[xx];
ensure access to impact based early warning and disaster risk information [to 90% of the people] by 2030.]
Consideration of National Targets and Indicators
To support the implementation and assessment of global progress in achieving our goals and targets a set of
intergovernmental agreed indicators must be developed.

Target 1: [Substantially] reduce disaster mortality per capita [by a given percentage] by 2030.
Option 1: Substantially reduce disaster mortality [per capita] by 2030 i
Option 1 bis.: Substantially reduce disaster mortality [per capita] by 2030 by achieving at minimum a level of
global mortality from disasters between 2020 and 2030 that is substantially lower than average mortality
between 2005 and 2015.
Option 1 ter.: A minimum average global mortality from disasters between 2020 and 2030 lower than average
mortality between 2005 and 2015.
Option 2: Substantially reduce disaster mortality [per capita] by 2030, with the reversal of the global trend of
increasing disaster mortality/ by means of reversing of the global trend of increasing disaster mortality.
Option 3: Reverse the global trend of increasing disaster mortality [per capita] by 2030.
Option 3 bis.: Substantially reduce disaster mortality [per capita] by 2030 by means of reversing of the global
trend of increasing disaster mortalityi
Footnote i: To achieve this target at minimum average global mortality from disasters between 2020 and 2030
will be lower than average mortality between 2005 and 2015.

Target 2:
Option 1: [Substantially] reduce the number of affected people per capita [by 30%] by 2030.
Option 1 bis.: Substantially reduce the number of affected people per capita by 2030.
Footnote 1: To achieve this target at minimum average of number of affected people from disasters between
2020 and 2030 will be lower than average number of affected people between 2005 and 2015.
Footnote 2: Defining elements of affected people are the following: people injured [/people with epidemic
related diseases arising from [the disaster event]] , people relocated, people displaced, houses damaged and
destroyed [people affected by food shortage, malnutrition, and lack of clean water].

Option 2 (Ecuador): Increase by a given percentage [in accordance] [accordingly] with national capacities the

considered in target 5).

Option 1: [Substantially] increase the number of countries with national and local [disaster risk reduction]
strategies by 2020.
Option 2 for Target 3 (Ecuador): Increase by a given percentage accordingly with national capacities the number
of national instruments to reduce direct disaster economic loss by 2030; (Option 2 as agreed to be reflected in
target 5).
Option 1 bis for Target 4 (Peru): Substantial increase of resilient infrastructure, including health and educational
facilities by 20 - 30% by 2030. (could be reflected in Target 5).

Option 1: [Increase flow of additional, sustained and predictable means of implementation, in particular,
provisions of financial resources for disaster risk reduction including public investments, technology transfers,

Option 1 bis. (Cuba): [Increase flow of additional, sustained and predictable means of implementation, in
particular, provisions of financial resources for disaster risk reduction including public investments, technology

Option 1 ter. (Bangladesh, Egypt, Australia and others): Substantially increase international cooperation and
global partnership to provide [adequate, timely and predictable] resources for the implementation of the goals of
this ‘Framework’ by developing country members.
Option 1 quat. (Switzerland): Make disaster risk reduction a strategic objective in international cooperation and
partnership.
Option 1 quint. (Ecuador): Substantially increase international cooperation and global partnership to provide
[adequate, timely and predictable] resources for the implementation of the goals of this ‘Framework’ [from
developed to] developing country members.
Option 1 sext. (Peru): Implement the commitment undertaken by developed countries for the mobilization of
resources including from all sources to address needs of developing countries in implementing this framework.
Option 1 sept. (EU): Resources need to be effectively mobilized from all sources to implement the goals of this
‘Framework’. In this respect domestic resources remain primary. International cooperation is needed to support
implementation of the global partnership, especially in the countries most in need.

Target 7:
Option 1: Ensure access to impact based early warning and disaster risk information [to 90% of the people] by
2030].
Option 1 bis. (ROK): Ensure access to impact based early warning and disaster risk information and disaster risk
related education [to 90% of the people] by 2030].
Option 1 ter. (US): Substantial increase of access to impact based early warning and disaster risk information
and disaster risk related education by 2030.
Option 1 quat. (Ethiopia): Ensure access to specific multi-hazard early warning systems and information
communication technology systems.
Option 1 quint. (Netherlands): Ensure access to impact based early warning and disaster risk information and
assessments [to 90% of the people] by 2030.
