PLI/RPLI premium can be deposited in any post office in
India.
The facility has now been provided to the PLI/RPLI customers to pay the premium
anywhere in the country. They can now approach any Head Post Office or Sub Post Office to pay
the premium. In the computerized Head Post Office/Sub Post Offices, if the particular policy
number does not exist in the record of the HO, the system shall ask if the new policy number is to
be added to the list. On choosing the option of ‘Yes’ the premium is accepted. Such policy
numbers when added shall become part of the data of that post office and shall be circulated in
the schedule of the month in which premium is deposited. The schedule shall be uploaded in the
prescribed manner as is being done now. On uploading the schedule, the premium of such
policies shall get posted in the respective KLC.
The facility to customers to pay premium anywhere shall do away the need for transfer of
case file of policies from one Circle to another for the purpose of paying the premium. The case
files may be transferred in accordance with existing instructions. This shall help in reducing the
lapsation of policies.

Report of Expert Committee on Harnessing the India Post Network
for
Financial
Inclusion*
While the phrase 'financial inclusion' is relatively new, it is obvious that post
offices were working on problems of financial inclusion many decades before the
phrase was coined.

[The issues on which the Expert Committee has submitted
recommendations are common knowledge of postal fraternity as
these surface again and again for some time before evaporating into
oblivion.]
Recommendation 1: India Post should deliver lightweight, low cost
bank accounts to all Indian citizens and especially to the financially
excluded population.
Recommendation 2: India Post should look for ways to leverage its
low cost platform by providing India Post branded accounts to other
strategic partners, such as MFIs, mutual fund and insurance
companies, and telecom operators.
Recommendation 3: India Post should apply itself towards the
challenge of achieving high volumes of money orders where payments
of as little as Rs.10 are achieved at a charge of less than Rs.0.1 while
requiring no subsidy from the exchequer.
Recommendation 4: India Post should evolve the money order to
become a mechanism for transferring money from one POSB account
to another, instead of just being a mechanism for delivering cash from
one person to another.
Recommendation 5: India Post must build a payments infrastructure,
through an array of contracts with partners, connecting up all POSB
accounts and accounts of its partners, to effectively become a person
to person money order capability (through mobile phones or web
browsers) for a large swathe of India.
Recommendation 6: India Post must elicit a large number of partners
in terms of financial inclusion players, mobile service providers and
innovative new technological choices in order to increase the size of
the network.
Recommendation 7: India Post must work closely with a diverse array
of government agencies so that their G2P payments requirements are
met through a combination of POSB accounts held by citizens and
money orders delivered by government to those POSB accounts. The
Ministry of Finance must work with India Post in rapidly rolling out
this platform and network, given its important implications for direct,
targeted delivery of government subsidies.
Recommendation 8: India Post should play a role in the emergency
credit aspect of financial inclusion, through a platform building
approach where private lenders deliver credit to the poor through a
competitive framework.
Recommendation 9: India Post should request the addition of its
financial inclusion project into the Terms of Reference of the recently
announced Technology Advisory Group for Unique Projects, and the
leadership team of the India Post financial inclusion project should
closely engage in the work of this Group, so as to bring in the best
practices for project management.
Recommendation 10: The role of the Post Office Savings Bank as an
agent of the Ministry of Finance should be revisited and expanded to
enable India Post to play a larger, direct role in financial inclusion
and
build
appropriate
enabling
architecture.

Sub: Revaluation of answer papers Judgment pronounced by Hon1ble Supreme Court in the
Civil Appeal No (s) 897 of 2006 and 907 of 2006 between Himachal Pradesh Public Service
Commission (Appellant) and Mukesh Thakur & Anr. (Respondents)
Sir/Madam
I am directed to enclose copy of the subject cited judgment of Hon. Supreme Court of India.
2. Consequent on introduction of RTI Act 2005 and the directions of the CIC to supply
photocopies of answer papers to the candidates, filing of Court cases in the Tribunals has
increased enormously. Various CAT Benches are also directing the Department to get the
answer papers revaluated .On filing writ petitions in the High Courts against the orders of the
CAT Benches, the High Court are also disposing off the cases saying that they don't want to
interfere in the matter. It is stated that Rule 15-Appendix-37 of Postal Manual Volume-IV
clearly stipulates "Revaluation of answer scrip is not permissible in any case or under any
circumstances". Thus it is not permissible to consider requests of candidates for revaluation
after declaration of results as it will not only cause great inconvenience to the examination
process and also cause hindrance to the administration in the absence of vacancies of
particular category viz, OC, SC,ST etc under departmental quota but also be against the sprit
of ibid Rule.
3 .It may be seen that representations requesting for revaluation of answer papers are being
received in this office specifically pointing out the following grievances:
(i) Particular answer(s) were not evaluated.
(ii) Excess attempted answer (s) was not evaluated.
(iii) For the some answer (s), the examiner awarded marks to one candidate and to another
candidate no marks were assigned or the answer struck off as wrong.
(iv) All the answers were evaluated but justified marks were not awarded by the examiner.
4. The issues indicated at (i) to (iii) above are justified and need to be examined by the
competent authority to find out the facts and if the calm of the candidate appears to be
genuine, revaluation may be got done by an independent examiners in such cases and
further necessary action may be taken. In so far as the issue indicated at (iv) above, there is
no need to consider such requests and merits rejection of the initial stage itself.
5. In the similar situation in the Civil Appeal No(s) 897 of 2006 and 907 of 2006 between
Himachal Pradesh Public Service Commission (Appellant) and Mukesh Thakur & Anr
(Respondents), Hon. Supreme Court of India has upheld the plea of the Himachal Pradesh
Public Service Commission rejecting the request of a candidate for revaluation .In the light of
the judgment of Hon. Supreme Court , it is requested to review all pending court cases filed
in various CAT Benches/High Courts by the candidates of various departmental
examinations seeking directions for revaluation and declaring them as successful on the
pretext that the evaluation was not done properly by the examiners and file suitable interim
replies in the courts producing the copy of the Supreme Court judgment seeking dismissal of
the cases . All pending representations received from the applicants seeking revaluation of
answer papers covered item (iv) of para 3 above may also be disposed off at the
Divisional/Regional/Circle level as the case may be without forwarding the same to this
office.
