JOB DESCRIPTION
Job Title: MIS System Administrator
Class:

Reports to: Director of Finance/HR

Objective
To provide support to activities of computerized management information systems department; assist in the
administration of MIS plans and policies; serve as a liaison with the other departments regarding MIS concerns of the
City.
General Statement of Duties
Primarily assists the MIS activities of the organization by performing the duties below. Assists the MIS Director in a
variety of activities and projects.
Essential Duties and Responsibilities
1. Assists in the development and implementation of goals, policies, priorities, and procedures relating to MIS.
2. Participates in cost analyses.
3. Assist in the development of MIS strategies, objectives, and policies for city.
4. Prepares reports that summarize and forecast city business activity in MIS, based on past, present, and
expected operations.
5. Provides management with timely reviews of status and progress in various MIS programs and activities.
6. Prepares reports required by regulatory agencies.
7. Maintains computer hardware, software, and technical support records.
8. Implements and maintains MIS policies and procedures.
9. Maintains Cellular devices for all city employees including their scheduled upgrades, support, and inventory.
Also responsible for staff training on all devices.
10. Maintains and is the primary contact for the various departmental phone systems.
11. Maintains knowledge of legal requirements and government reporting regulations affecting MIS
functions and ensures policies, procedures, and reporting are in compliance.
12. Trains other employees in the use of computer hardware and software.
13. Trains and assigns work duties to MIS staff.
14. Advises management in appropriate resolution of MIS issues.

15. Responds to inquiries regarding policies, procedures, and programs.
16. Provides help desk assistance for end users of computer hardware and software.
17. Evaluates, installs, and maintains computer hardware and software including Officer 365, file servers,
desktop computers, print devices, Ethernet, wireless devices, routers, switches, videoconferencing
equipment, firewalls, security systems, and network operating systems.
18. Consults with departmental management to analyze computer system needs for management information
and functional operations, to determine scope and priorities of projects, and to discuss system capacity
and equipment acquisitions.
19. Recommends and develops plans for systems development and operations, hardware and software
purchases, budget, and staffing.
20. Manages the development, implementation, installation, and operation of information and functional
systems for the organization. Including but not limited to phone systems, copiers, scanners, fax machines,
and cellular services.
21. Develops, implements, and monitors management information systems policies and controls to ensure
data accuracy, security, and legal and regulatory compliance.
22. Negotiates with consultants, technical personnel, and vendors for services and products.
23. Provides support to end users in the selection, procurement, usage, and maintenance of software
programs and hardware.
24. Manages computer operation scheduling, backup, storage, and retrieval functions.
25. Reviews reports of computer and peripheral equipment production, malfunction, and maintenance to
determine costs and impact, and address problems.
26. Develops, maintains, and tests disaster recovery plans.
27. Coordinate and set up meetings.
28. Attend meetings and events of local, regional, and state organizations.
29. Other duties as assigned.

Supervises MIS Technicians.

1. Education and/or Experience -- Associate's degree or equivalent from two-year college or technical school
with a minimum of five years related experience and/or training; or Bachelor’s degree with a minimum of
three years related experience and/or training.
2. Language Skills -- Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regulations. Ability to write reports, business correspondence, and
procedure manuals. Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
3. Mathematical Skills -- Ability to calculate figures and amounts such as discounts, interest, commissions,
proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and
geometry.
4. Reasoning Ability -- Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in
written, oral, diagram, or schedule form.
5. Computer Skills -- To perform this job successfully, an individual should have excellent computer skills
with knowledge of all operating systems and common office and database software. Including but not limited
to the most popular spreadsheet, word processing, database, publishing, email, and web browsing software.
Certificates, Licenses, Registrations
Valid Class "C" Texas driver's license required. A+ and MCSE certifications preferred.
