Highlights of UNFPA HIV Related activities in Hoa Binh Province
With the support of AGFUND, UBW-Core funds, and support from the Danish Government, in
addition to UNFPA regular resources, UNFPA Viet Nam has been intensifying the response to
HIV through implementing partners at all levels – central, province, and commune.
Hoa Binh province is one of the

Young People:

Through provincial programme management units in Hoa Binh, and provincial Youth
Union, UNFPA supported activities of youth café – which includes interactive theatre for
behaviour change communication and other information provisions. Additional
information packages and condoms are made available at such cafes.
Linking HIV and SRH:
Universal Precaution

With the UNFPA support, the MoH has finalised the National Guidelines on Universal
Precaution on HIV and AIDS and the training manual for the Guidelines. A TOT
workshop took place for the Hoa Binh and Tien Giang provinces, in order for the
provincial DoHs to pilot test the guidelines in service delivery points at provincial,
district and commune levels at the provinces.
Linking 0506 Centres1 and Provincial Health Services for SRH:

In Hoa Binh Province, one of the priority provinces for UNFPA, there have been
consultation between the Department of Health (DOH), UNFPA’s major counterpart, and
the Department of Labour, Invalids and Social Affairs (Provincial entity of MOLISA) to
discuss collaborations between the two department. Our focus has been to ensure that the
health staff in the Centre, who are not covered by the DOH, receive the same SRH
training as the service providers administered by the DOH.

August 2007: First meeting took place and collaboration plan between DoH and DoLISA
developed. The health section of Hoa Binh 0506 Center has been upgraded with new
equipment which meet the standards for commune health centers in the same province.
Addressing stigma and discrimination against people living with HIV

In two focus provinces of Hoa Binh and Tian Giang, activities of Sharing Clubs have
been supported by UNFPA. Sharing Clubs are set up in commune with support of
Commune People’s Committees and mass organizations such as Women’s Union and
Farmer’s Union. The main functions of the Clubs are to provide support to PLWH and to
provide people in the commune with information on HIV to raise awareness and reduce

Treatment and Education Centres (TECs, often called as 0506 centres) managed by the Ministry of Labour,
Invalids and Social Affairs (MOLISA) have become increasingly important sites for HIV prevention, care and
treatment. These centres are closed settings where drug users and sex workers receive drug detoxification,
education and occupational training for 1-2 years. Clinical care and treatment in the majority of these centres
remains rudimentary.

stigma and discrimination against PLWH. In the two priority provinces, the Clubs have
been active for six months to a few years. In 2007, UNFPA supported Vietnam Women’s
Union to develop training materials and plans for managers of such clubs. These
materials are for the managers of the support clubs at commune level. Field tests of the
training manuals took place in Hoa Binh and Tien Giang provinces. The training manual
covers seven topics: i. Basic Knowledge on HIV, ii. Home and community based care
and support for people living with HIV in family and community, iii. HIV prevention,
stigma and discrimination, iv. Rights and obligations, v. Seeking for help and support, vi.
Communication skills including group work, vii. Planning for group activities, In 2008,
this manual will be further expanded to cover the issues of SRH of PLWH.
