JOB DESCRIPTION
JOB TITLE:
TREASURER
Appointed Officer of the BACOG Executive Board
HOURS:
Approximately 100 hours per year
COMPENSATION:
Volunteer
Annual stipend of $300 for mileage/transportation
PRIMARY PURPOSE:
To provide accounting and reporting services to the Barrington Area Council of Governments (BACOG), a
regional planning, research and legislative advocacy organization whose members are eight local villages and
townships in the greater Barrington area. Treasurer services include paying approved bills, maintaining the
necessary bookkeeping records, preparing monthly reports to the BACOG Executive Board, advising on the
development of the annual budget, advising on the calculation of the annual assessments for member
governments, and preparing the audit worksheets for the annual audit by the external auditor.
DUTIES AND RESPONSIBILITIES:
Position will fulfill functions in the following categories:
1) Provide accounting and reporting services, including payment of bills, charging the appropriate
accounts, obtaining required signatures, maintaining cash position, mailing bills following approval,
balancing bank statements, and preparing such monthly and other reports as may be requested by
the Executive Director and Executive Board.
2) Maintain and prepare reports for monthly Board meeting. Prepare monthly Treasurer’s Report for
sending out with the meeting packet the week before each BACOG meeting, and attend (at start of
meeting only) ten (10) monthly (except July and December) Executive Board meetings to report
and respond to questions.
3) Work jointly with the Executive Director to prepare the annual budget for a fiscal year beginning
July 1st based on the Director’s and Board’s annual goals; prepare summary analyses of
encumbrances and expenditures during annual budget cycle; attend and participate in discussions at
typically four (4) meetings per year of the Finance Committee. Meetings occur on same date as
Board meetings.
4) Work independently to assess annual budget against expenditures monthly, quarterly or as needed,
and provide progress reports and recommendations on budget expenditures, overages, etc. to
Director on an on-going basis.

5) Assist in the preparation of the annual member assessments; send out quarterly notices of member
assessments due, and make bank deposits of such assessments.
6) Prepare the necessary worksheets for the annual audit, including preparing the trial balance and
operating statement, making the necessary documentation supporting the financial operations
available as directed by the auditor, and working with the auditor during the engagement; make the
necessary adjustments following completed audit.
QUALIFICATIONS AND EXPERIENCE REQUIRED
 Minimum of Bachelor’s Degree in Accounting, Business, or related field, or equivalent experience.
 Proficient in the latest version of QuickBooks (preferable), or other financial management software
compatible with BACOG’s recordkeeping and financial management processes.
 Per BACOG Bylaws, Treasurer will be a resident of the BACOG area, which is defined as the
Villages of Barrington, Barrington Hills, Lake Barrington, North Barrington, South Barrington,
Tower Lakes, and Cuba and Barrington Townships.
WORKING CONDITIONS / HOURS:
 Works with the Executive Director of BACOG. Reports to the Executive Board at the monthly
meetings and at their request. Participates as an appointed member of the Finance Committee.
 All work will be performed in the BACOG office except as approved by the Executive Director.
BACOG office hours are typically Monday through Thursday, 9:00 am to 5:00 pm.
 Treasurer work load is typically somewhat greater during budget development (February-May) and
the audit preparation (August-September) than during the balance of the year.
SPECIAL CONSIDERATIONS:
 All computer software and files including those developed by the Treasurer remain the property of
BACOG.
 All computer files, including mandatory back-up copies of computer files onto disk or external hard
drive, are to be stored at the BACOG office. All computer software and files including those
developed by the Treasurer will be entirely accessible by the Executive Director.
 Treasurer will be available to meet with Executive Director on an infrequent and as-needed basis,
at the mutual convenience of the parties.
 Treasurer will be bonded, at the expense of BACOG, in an amount equal to the annual budget of
the organization.
