California State University, San Bernardino President’s Office Administrative Council Minutes June 4, 2001 Present Aguilar, Arlin, Clark, Conley, Craig, Delgado, DeMauro, Fernandez, Hankin, Kamusikiri, Karnig, Patzer, Portillo, Pringle, Pritchard, Rincon, Ruml, Takehara, Vicknair, Wang, West, Wilson, Yasuhara, Young Absent Carter, Jackson, Moran, Ortega Others Present Susan Summers, Associate Dean, College of Extended Learning Informational Handout President Karnig discussed the following informational handout: An article from the May 14, 2001 ACE publication, Higher Education and National Affairs, entitled “Bachelor’s Degree Recipients Experienced Salary Increases Between 1994 and 1997.” Staff/MPP Orientation Sessions The President discussed orientation for new MPP and staff employees. He stated that he will meet quarterly with new employees to discuss issues such as the value, mission and future plans of the campus. The first such meeting, on May 23, was not well attended, and the President asked department/unit heads to employ as much flexibility as possible in allowing new employees to attend these sessions. Human Resources will notify vice presidents and deans regarding which of their staff will be invited to each quarterly meeting, and Human Resources will ask that the meetings be included in the daily e-mail posting of the schedule of events. President Karnig received a request to publicly honor students who “have performed heroic acts.” It was decided that at the Fall Convocation on September 13, the President will recognize students who have performed heroic acts of courage and compassion. Administrators were asked to send names to the President by June 30. Electrical Load Reduction Procedures (2nd reading) After minor editorial changes were suggested, the Administrative Council recommended approval of the Electrical Load Reduction Procedures. Addendum to Interim Energy Policy (2nd reading) The Administrative Council recommended approval of the Addendum to Interim Energy Policy. Continuation of Roundtable Discussion Administration and Finance Mr. DeMauro reported that CSUSB’s dispute with Enron continues over the price of electricity on campus. A lawsuit filed by the campus resulted in a temporary injunction against Enron, which was overturned after they appealed the court decision. The contract with Enron ends in March, 2002, after which CSUSB will do a request for proposals to energy suppliers. Student Affairs Dr. Rincon reported that the search continues for an Associate Vice President for Enrollment Management. Dean Wilson chairs the search committee and it is anticipated that four finalists will be invited for on-campus interviews. Dr. Rincon reported that the housing construction project is on schedule. Fifty to sixty students are on a waiting list for Serrano Village. Dr. Rincon reported that a task force will be appointed to study the feasibility of expanding services offered by the Children’s Center. Dr. Wang informed Council members that since his arrival on campus on April 2, he has had productive meetings with numerous vice presidents, deans and department chairs, which should result in cooperative ventures campuswide. Dr. Wang reminded Council members that the A.S.I., Inc. Transition Dinner will take place at 6 p.m. on Wednesday, June 6 at the Castaway Restaurant. Dr. Wang reported that CSUSB is submitting an application to institute a chapter of the Golden Key Honor Society. Human Resources Mr. West reported that the annual evaluations of permanent employees have been completed. Salary increase percentages, effective July 1, 2001, have not yet been established. College of Education Dr. Arlin reported that several hundred people attended the Annual Credentialing Ceremony on Friday, June 1. The Center for Equity and Development held its honors ceremony on Saturday, June 2. The College of Education will host UC, Riverside representatives at a meeting on June 18 to discuss the joint doctorate. Information Resources and Technology Dr. Aguilar reported that problems related to the CMS Project are being dealt with as quickly as possible. Two key CMS staff, Elizabeth Thayer and Carolyn McDermid, have accepted off-campus positions. Academic Affairs Mr. Delgado reported that the father of a CSUSB student is a past recipient of the Nobel Peace Prize in Literature. Mr. Delgado plans to invite him to visit CSUSB, and he will keep Council members apprised of the plans. College of Extended Learning Ms. Summers reported that CSUSB has submitted a bid to host the 2002 Coalition of Metropolitan Universities Conference in Palm Springs. Ms. Summers reported that summer quarter enrollment is higher than last year at this time. Financial Operations Mr. Takehara reported that a conference for fiscal officers will be held in the coming months. He will notify administrators of the dates, and he encouraged them to send appropriate staff members to participate. The meeting was adjourned.
