Overview The Group on Earth Observations (GEO) was established in 2005 after the World Summit on Sustainable Development, the G8 country meetings and three ministerial Earth Observation Summits all called for improvement to existing earth observation systems. GEO membership now includes 72 countries and the European Commission plus other “participating organizations”. GEO is coordinating the construction of a Global Earth Observation System of Systems (GEOSS) that will link together diverse monitoring networks, instruments, databases and models, and other decision support tools. GEOSS will address nine priority areas or “Societal Benefit Areas” which are: disasters, health, energy, climate, water, weather, ecosystems, agriculture and biodiversity. The GEOSS Common Infrastructure allows the users of Earth Observations to access, share, search and use the data, information, tools and services available through GEOSS. The infrastructure consists of four main elements: 1) GEO Portal; 2) GEOSS Clearinghouse; 3) GEOSS Components and Services Registry; 4) GEOSS Standards and Interoperability Registry. In the initial phase of the program, three GEOSS GEO Portals were implemented and are currently under evaluation. As part of the GEOSS development strategy, the objective of Phase 2 of the program is to augment this GEOSS Initial Operating Capacity. ESRI Canada is pleased to submit this response to the Group on Earth Observations (GEO); Architecture Implementation Pilot (AIP); Phase 2: Initial Operating Capacity (IOC); Call for Participation (CFP). ESRI Canada is interested in working closely with the Canadian component of GEO in advancing their goal of making Earth Observation data more readily available to researchers and users. Canada is a member in good standing of GEO. As a contribution to the AIP Phase 2 activities, ESRI Canada proposes to perform the following: Participate in the refinement and augmentation of the GEOSS Common Infrastructure by performing user scenarios and providing feedback on the GEO Web Portal. Assist in the registration of components and services either hosted by ESRI Canada or others. Participate in the development of user scenarios for Disaster Management and potentially Biodiversity (protected areas) Societal Benefit Areas (SBA). Participate in the refinement of the initial architecture based on activities performed in the AIP Phase 2 work. Proposed Contributions Societal Benefit Areas Alignment and Support ESRI Canada is prepared to participate in the development and testing of scenarios for Disaster Management. This would include the data requirements; workflow definition; scenario test and process evaluation. It is too early to specify the scenario at this time, but it will be discussed internally within the ESRI Canada Public Safety Team and within the Portal Team. Feedback and information gleaned from this work will be delivered back to the IOC Augmentation group through the appropriate channels. In addition, there is a possibility of ESRI Canada working in the area of Biodiversity (protected areas), but at this time this effort is not well defined. Component and Service Contributions ESRI Canada has for many years provided Canadian data and information to users through the Geography Network Canada. The Geography Network Canada is an online resource for finding and sharing Canadian geographic content, including maps and data from many of Canada’s leading data providers. It provides the infrastructure needed to enable the sharing of geographic information between data providers, service providers, and users around the world. Through the Geography Network Canada, you can access content including live maps, downloadable data, and more advanced services. The Geography Network Canada currently allows for metadata search and data download but has limited web service capability. The ESRI Canada contribution to the AIP would be as a provider of Canadian data. ESRI Inc. has developed and implemented a candidate GEO Portal which was contributed to the initial GEOSS effort. ESRI Canada will assist in the assessment phase for the candidate GEO Portals and provide feedback. Architecture and Interoperability Arrangements ESRI Canada is a Technical Committee member of the Open Geospatial Consortium (OGC). In partnership with the GeoConnections Program, ESRI Canada hosted OGC Technical and Planning Committee meetings in Ottawa in 2007. In addition, ESRI Canada is a member of the Canadian General Standards Board – Committee on Geomatics and is a member of the Canadian Advisory Committee for ISO/TC 211. In addition, ESRI Canada maintains an Interoperability and Standards section on our website. ESRI Canada has completed numerous projects that implement OGC and ISO interoperability standards, including several GeoConnections supported projects. ESRI Canada 2008 - Version 1.1, August 29, 2008 Page 4 of 6 GEOSS AIP Phase 2 – Call For Participation ESRI Canada will not at this time be able to contribute systems to the GEOSS architecture; we can however contribute our expertise in the Societal Benefit Areas noted above. 5. ESRI Canada Support for the GEO AIP ESRI Canada is prepared to work within the GEO AIP pilot project process to provide links and information from the Geography Network Canada and other providers as available. Feedback from this work would be provided back for fine-tuning or improvements to the existing architecture. ESRI Canada will commit resources to this activity.
