Broadband universal service, also known as ""universal broadband service"", refers to government efforts to ensure all citizens have access to Internet service. Whether traditional universal voice service plans should be expanded to include broadband service has been in discussion for several years in various countries, such as Switzerland, the United States, Finland, UK, Spain, Japan, Singapore, and Taiwan.Switzerland was the first country in the world to provide broadband universal service with download/upload 600/100 kbit/s dataspeed to its citizens in January 2008.Finland was the second country. Taiwan started broadband universal service in 2007. The British government plans to make broadband available to every household by 2012. The United States has proposed measures that would make broadband available to all citizens.
