Problem
• Uzbekistan faces growing HIV
infection, primarily related to IV drug
use
• International literature suggests
promising approaches:
• Syringe exchange
• Condom promotion
• Substitute treatment
Objectives
• Identify the barriers to participation in
harm reduction programs in
Uzbekistan.
• Test whether an application of program
theory, tangible incentives improves the
coverage and effectiveness of harm
reduction programs.
