city state governed by a MONARCHY.
 Conquered territory around the
MEDITERRANEAN SEA.
 The Government went from a
monarchy to a REPUBLIC.
 Under Augustus Ceaser, Rome
became a vast EMPIRE and the
Government changed. Rome was
ruled by an EMPEROR.
Roman Law:
 Laws made by Emperor

baths.

