BACKGROUND AND RESPONSIBILITIES:
The United Nations Office on Drugs and Crime (UNODC) has a broad mandate to provide leadership to the
international community in the fight against drug abuse and crime, and to provide technical advice and assistance to
countries in establishing legislative and policy frameworks for drug and crime control; supporting drug law enforcement
and the elaboration of crime prevention and criminal justice structures; alternative development; and promoting national
and international action to prevent and reduce drug abuse and crime.
The Strategic Planning Unit (SPU) consists of a small group of professional staff. The Unit provides support to UNODC
offices to prepare, implement and monitor coherent, results-oriented plans in conformity with the mandates. The Unit
coordinates and provides substantive guidance and support for the formulation of UNODC Strategy and priorities and
the UNODC strategic position within the UN system.
Under the supervision of the UNODC/SPU Project Coordinator and in close coordination with relevant staff members,
the purpose of the assignment is to support the implementation of Results Based Management (RBM) in UNODC. The
Consultant will contribute to monitoring the planning and reporting of UNODC projects and programmes and their
alignment with the strategic documents that guide the work of UNODC. This includes providing support to the
development and implementation of the UNODC Strategy 2012-15 and Strategic Framework 2014-15, as well as the
development of new project templates, guidelines, and other relevant materials.
Specific tasks to be performed by the consultant are:
a. To review projects and programmes for alignment with the principles of RBM and the strategic direction of
UNODC;
b. To develop new materials, templates and guidelines with respect to the implementation of RBM;
c. To critically analyze programme progress reports and other information; and formulating draft
recommendations on follow-up needed;
d. To assist in the conduct of Thematic/ Regional/ Country programme reviews by the Programme Review
Committee (PRC);
e. To contribute to the implementation of knowledge management activities within UNODC;
f. To contribute to the other work of the Unit as required, particularly in supporting the implementation of the
RBM framework in UNODC; and
g. To participate and assist in the substantive preparations of meetings, as required.
QUALIFICATIONS:
An advanced university degree in the social sciences, economics, law or the equivalent. The Consultant should have the
ability to analyze complex problems, communicate ideas effectively orally and in writing, and conduct quantitative or
qualitative research. Familiarity with RBM as well as project and programme cycle planning is preferred. Work experience in
a developing country and exposure to work in an international organization are desired. Excellent command of written and
spoken English, with very good drafting ability. Knowledge of a second official UN language is an advantage.
