CONSENT AGENDA
Commissioner Kirkland moved to approve the minutes of May 13, 2015. Commissioner Laufer
seconded the motion, which passed unanimously.
Town attorney Davis asked if there were any exparte communication. There were none.
ITEMS FOR CONSIDERATION
1750 S. Ocean Blvd.
Case No. AR-15-18
Henry Laufer, 1750 South Ocean Blvd. requested approval to install a 20’ flagpole with a 6’
yardarm attached to his existing dock pile on the west side of his property. (No proposed lighting
This application was postponed to the July 16th meeting due to lack of present quorum if
Commissioner Laufer steps down.
1595 Lands End Road
Case No. AR-15-19
HAJ Investments, 1595 Lands End Road, requested approval to construct a 31’ x 6’ wide dock
with a 25’ x 8’ wide terminus. The dock will be pressure treated dimensional lumber supported by
10” diameter CCA treated wood piles. A 20,000 lb. mechanical boatlift will be located at the north
end of the L shaped terminus and supported by (4) 12” diameter CCA treated machine driven
piles. Larry Robbins gave an overview of the project.
Commissioner Hanani made a motion to approve the application. Vice Chair Kirkland seconded
the motion which passed unanimously.
750 S. Ocean Blvd.
Case No. AR-15-20
Anthony Robbins, 750 South Ocean Blvd., requested approval to install 10,000 lb. dock supported
boatlift on the extreme north end of the existing dock. Larry Robbins gave an overview of the
project.
Commissioner Laufer made a motion to approve the application. Vice Chair Kirkland seconded
the motion which passed unanimously
1370 S. Ocean Blvd.
Case No. AR-15-21
Blue Water EJ, LLC., 1370 South Ocean Blvd., requested approval to modify their previously
approved plans. Changes will include a water feature size reduction with finish changes and new
planters and the elimination of the small pond. Revision of the white coral stone stairs, raised
planters, IPE wood decking, gray feather landscape boulders and a fire pit. A new service entry
gate will be installed and cooling tower pad changes. There are some modifications to the
landscape plan. Greg Bonner and Matt Jackman gave an overview of the project.
David Lumia, the neighbor to the north complained they had removed all the vegetation along the
north property line. He explained that even the proposed landscape plan did not block the view of
a large wall that is on their property. Mr. Jackman felt the homeowner would agree to amend the
plan to include larger seagrape trees on the north side.
Commissioner Laufer made a motion to approve the application subject to and conditioned
upon the applicant submitting a revised landscape plan for the north property line to Arcom for
approval. Vice Chair Kirkland seconded the motion which passed unanimously.
201 S. Ocean Blvd.
Case No. AR-15-22
MSKP Plaza Del Mar, LLC., 201 South Ocean Blvd., requested approval to enhance the exterior
with new paint and updated awnings. Existing shutters and awnings will be replaced with black.
Main body of the Plaza will be SW Urban Putty, with columns in SW 7531 Canvas Tan and the
trim in SW 7006 Extra White. Eddie Smith gave an overview of the project.
Vice Chair Kirkland made a motion to approve the application. Commissioner Laufer seconded
the motion which passed unanimously.
1555 S. Ocean Blvd.
Case No. AR-15-23
Ken Karakul, 1555 South Ocean Blvd., requested approval for an addition to the northwest corner
of the residence which complies with the code of the Town of Manalapan requirements for lot
coverage, front, side and rear yard setbacks, and height. The addition is stepped from a one story
mass adjacent to the existing structure to a two story volume at the end. This concept softens the
massing compared to the solid two story mass of the existing. All of the new architecture is to
match the existing. There will also be remodeling of a 14-4”x39’-6” pool/spa/waterfall in Ocean
Blue Pebble Tec with Royal Blue glass mosaic waterline tile. Addition of a 150’ square foot pool
cabana in an octagon shape open on all sides/ stucco columns/barrel tile roof. All additions will
match existing-hurricane impact window (black) and doors (black) roof-terracotta barrel tile,
stucco and paint color (Ben-Moore-Atrium White) cast stone trim, railings (wrought iron black)
New landscape planters and pool retaining walls (6’ feet high) white painted stucco with cast
stone cap-south side and west side. New exterior stairs at pool deck-cast stone. Greg Bonner gave
an overview of the project and noted that there were no landscape changes since the new addition
will be placed on the existing hardscape. He showed photos of the existing landscaping that were
mainly mangroves which could not be removed. The Commission felt the photos were helpful.
Town Manager Stumpf stated that Mayor Cheifetz was concerned with the look of the project.
Commissioner Laufer made a motion to approve the application. Vice Chair Kirkland seconded
the motion which passed unanimously.
1330 Lands End Road
Case No. AR-15-24
Town of Manalapan, 1330 Lands End Road., is requesting approval to enlarge the existing
structure at the Library. The proposal includes an addition on the northwest side of the building
by enclosing a portion of the front porch. There are also plans to enclose a rear open area to add
more storage. Finishes will match existing.
The application was postponed until the July meeting when plans can be submitted.
OTHER BUSINESS
Commissioner Hanani asked the Commission to consider a recommendation to the Town
Commission to eliminate the requirement for a pitch roof. Aesthetically it limits the style of homes
in Manalapan. There is no structural reason for flat roofs. He showed several slides which showed
flat roof homes. He feels it is stifling creativity and freedom of expression. Commissioner Laufer
was concerned that it would change the style of homes in Manalapan and was not in favor of
making the change.
Commissioner Hanani made a motion to recommend that the Town Commission refer the subject
of flat roofs to the Zoning Commission for further review. Chair Isaac seconded the motion which
passed 3-1 with Commissioner Laufer voting in the negative.
