Definition of the Position: The Operations Manager is an at-will, exempt, confidential, managerial
position responsible for supervising and managing the District’s vector control operations department.
The Operations Manager plans, directs, organizes, and coordinates; prioritizes, assigns, and reviews
work of vector control operations program and department staff. This position performs advanced
professional work which requires the interpretation and application of advanced concepts, methods,
procedures and technologies related to mosquito and vector control. Excellent communication,
leadership skills and sound judgment are required. This position also performs other related duties as
assigned to meet the District’s overall operations workflow needs.
Essential Duties
The duties listed below are intended only as illustrations of the various types of work that may be
performed. The omission of specific statements of duties does not exclude them from the position if the
work is similar, related or a logical assignment to this position.
1. Plans, organizes, and directs the activities of the operations department; formulates and recommends
goals and objectives, policies, procedures and standard practices to assure the efficient delivery of
services.
2. Supervises assigned staff; prepares performance evaluations; determines training needs.
Communicates regularly with staff on progress toward defined goals and/or required results,
providing specific feedback and initiating corrective action when defined goals and/or required
results are not met.
3. Identifies the department’s budget needs and prepares necessary justification; monitors programs to
ensure that they are meeting objectives and are cost effective.
4. Ensures that collaboration and communication between Operations Department and Surveillance
Department is timely and effective at all times; works with Laboratory Manager to evaluate
effectiveness of operations and control methods.
5. Reviews activities to ensure work and services are in accordance with federal, state, local and tribal
environmental health laws and regulations.

6. Works collaboratively with district managers, supervisors and other staff; supports strategic
priorities, goals and performance measures of the District.
7. Works with other agencies to promote and support the Integrated Vector Management Program.
8. Generates departmental reports and prepares presentations for in-house, local organizations/cities
and annual professional MVCAC and AMCA meetings.
9. Evaluates effectiveness and efficiency of equipment; prepares equipment specifications and
recommendations; analyzes equipment operating records and cost.
10. Oversees the storage and use of pesticides according to all applicable federal, state and local
requirements; oversees, maintains and prepares reports pertaining to chemical usage application
practices and chemical inventory.
11. Plans and directs work of staff in creating maps and graphs using GIS software and other related
software and equipment; maintains records and tabulates data of operations.
12. Collaborates with Information Technology department to define data needs, project requirements,
required outputs, or to develop applications.
13. Performs, participates in and recommends employee hiring, counseling, disciplinary and other
activities concerning District employees as needed or required by District Policy or other applicable
regulations.
14. Handles the most difficult and/or complex situations arising from field-related operations and deals
with complaints from staff or the general public.
15. Creates and maintains a high performance environment characterized by positive leadership and a
strong team orientation.
16. Performs other related work as required.
Knowledge and Skills: To be successful in this position, an individual must be able to perform each
essential duty and responsibility satisfactorily. The requirements listed are representative of the
knowledge, skill, and/or ability required for the Operations Manager position.
Education and Experience: A Bachelor’s degree from an accredited college/university in biology,
environmental science, public health, public administration or related field; and three (3) years of
management/supervisory experience in a state, county, city or special district operational program. A
master’s degree is highly desirable.
Other: Possession of a valid California Driver license and driving record acceptable to CVMVCD
insurance carrier; possession, or within one year of employment must possess, all certificates from
California Department of Public Pesticide Application and Safety: Mosquito Biology and Control,
Vertebrate Vector Control and Terrestrial Invertebrate Vector Control; successful completion of preemployment physical examination, drug screening, and background check.

Working Conditions:
The Operations Manager may be exposed to: pesticides, communicable diseases and other health
hazards; inclement weather conditions; and verbally abusive behavior from hostile individuals.
Functional Requirements:
 Ability to tolerate exposure to hazardous control materials, venomous insects, vectors and vectorborne diseases, rough terrain, inclement weather conditions, vicious animals, poisonous plants and
animals
 Ability to use gross manipulation by hand; carry items; perform repetitive motion associated with
computer usage; walk; climb a ladder and operate spray equipment; bend; twist; crawl; balance; lift;
push; perform simple grasping; power grip; squat/crouch; kneel; reach; climb; pull; smell
 Ability to demonstrate measurable visual depth perception and color vision; have a minimum of
single ear aided hearing

Occasionally – Activity or condition exists from 25 to 50 percent of the time
Regularly – Activity or condition exists from 50 to 75 percent of the time
Frequently – Activity or condition exists 75 percent or more of the time
Other relevant knowledge and abilities may be considered in-lieu of, or in addition to, the foregoing.
ENVIRONMENTAL CONDITIONS
Approximately one third of the work is performed in extremely high temperatures which may include
the requirement that heavy protective gear and equipment be carried. Extreme dryness is present much
of the time although some weather conditions or locations include humid conditions. The employee will
be exposed to hazards which include insect bites, chemicals, fumes and dust.
