One of the goals of Armenian foreign policy is to ensure the understanding of the international community of its position particularly towards the peaceful and fair settlement of the Karabakh issue, based on the self-determination of the people of Artsakh. The issue of Nagorno-Karabakh conflict settlement will be based upon the following principles: The Nagorno-Karabakh conflict settlement must be based on recognition of the Nagorno-Karabakh people's right to self-determination; The Nagorno-Karabakh Republic should have uninterrupted land communication with Armenia, under jurisdiction of the Armenian side; The security of Nagorno-Karabakh Republic should be internationally guaranteed; and The agreement between all the parties to the Nagorno-Karabakh conflict should include solutions to all problems and the mechanisms that would ensure the implementation of those solutions in a single package. Armenia attaches great importance to developing its partnership and cooperation with the United States and Russia, based upon the traditional friendly ties between the two nations. Another priority of the Armenian foreign policy is its integration to the European Community on the basis of the commitments undertaken within the framework of cooperation with the European structures and organizations, and the common values. Armenia is actively with the international community through its membership in the Council of Europe, Organization for Security and Cooperation in Europe (OSCE), Commonwealth of Independent States (CIS), North Atlantic Treaty Organization (NATO), Collective Security Treaty Organization (CSTO), Euro-Atlantic Partnership Council (EAPC), International Monetary Fund (IMF), World Bank, World Trade Organization (WTO), Organization of the Black Sea Economic Cooperation (BSEC). Since the year 2000 Armenia, has made a commitment to include the Millennium Development Goals in its national long-term and strategic plans and undertake clear strategic programs to direct economic growth to human development. With the support of international organizations Armenia has developed a mechanism for “Poverty Reduction Strategy Paper” (PRSP). In 2008, the PRSP was amended and its title was changed to “Sustainable Development Program” (SDP). The SDP content and structure encompasses wider dimensions and represents the country's socio-economic development plan for 2008-2021.
