A
RESOLUTION TO SUPPORT A NATIONAL REVENUE-NEUTRAL
CARBON FEE AND DIVIDEND IN ORDER TO HELP SLOW CLIMATE
CHANGE
WHEREAS, in 2012 Mayor Lioneld Jordan signed the United States Conference of
Mayors' Climate Protection Agreement and its Climate Action Plan; and
WHEREAS, there is general scientific agreement that climate change is occurring and is
at least partially the result of human activity; and
WHEREAS, continuing to use fossil fuels at current rate will increase the long term

WHEREAS, a federal, revenue-neutral carbon tax on fossil fuels would reflect their net
real costs to our nation and citizens; and
WHEREAS, such carbon tax revenue should be returned to citizens to mitigate its
economic impact.
NOW, THEREF'ORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:

That the City Council of the City of Fayetteville, Arkansas hereby expresses

its support of a federally mandated, national, revenue-neutral carbon tax with all revenues
refunded to the citizens and requests that the United States Congress examine the feasibility of
such carbon tax (and dividend to citizens) and enact such reasonable program to help slow
climate change.

OMNI350 is the environment committee of OMNI Center for Peace, Justice and
Ecology.
Fayetteville Citizen's Climate Lobby is the Fayetteville and Eureka Springs
branch of a national organization with over 80 chapters in the US and Canada,
devoted to empowering individuals to effect policies at the national level that
would reduce climate emissions.
There are now 400 ppm of CO2 in the atmosphere, while for the last 800,000
years the world has fluctuated between 170-300 ppm. lt is iust in the last 50
years that we have gone beyond that range. Even if we cut all emissions now,
temperatures would still continue to rise since once CO2 is in the atmosphere, it
can continue to affect the climate for thousands of years. 97"/" of scientists agree
that climate change is caused by burning of fossil fuels. James Hansen, this
country's most eminent climatologist, has said that a carbon fee and dividend as
described in this resolution is the most effective means at our disposal to reduce
climate emissions through the actions of the free market, as well as encourage
the development of renewable technologies by leveling the playing field.
Our national leaders are not addressing this crisis with the urgency required. A
majority of Americans are calling for action on climate change. Businesses, faith
communities, organizations and municipalities are calling for action. Eureka
Springs passed this resolution on May 29th, and OMN|350 and Fayetteville
Citizen's Climate Lobby would like our city, Fayetteville, to pass it also, to express
the desire of the people of Fayetteville to support a national carbon fee and
dividend..
