Reference
on medical care of international student
International students are invited to conclude agreements on health care after
their enrollment to RUDN University beginning from 09.01.2016.
Health care program includes: voluntary health insurance policy (hereinafter VHIP), which is compulsory for staying on the territory of the Russian Federation,
as well as providing a wide range of health services, including obligatory
preliminary and periodic medical examinations.
Any foreign citizen, who arrived on the territory of the Russian Federation
also for studying, must have VHIP, which is valid on the territory of the
Russian Federation.
In addition, a foreign citizen is responsible for going through medical check up
and receiving appropriate medical documents on the given results.
Thus, students will be able to fully complete all the obligatory medical check-ups,
which are necessary for admission to University and hostels.
Also, in addition to all medical check ups international students will obtain
necessary diagnostic and medical assistance from specialists in different areas,
including physician, surgeon, otolaryngologist, ophthalmologist, obstetriciangynecologist, dentist, etc. (Appendix 1).
Besides all international students will receive:
1. Medical care at home (in the hostel);
2. Ambulance;
3. Medical care in outpatient and inpatient health care facilities in case of
sudden health disorders and accidents to the extent which is necessary
to eliminate any threat of a patient's life and (or) treat of acute pain;
4. Hospitalization at a state of acute pain and others.
The cost of medical care for RUDN University students is $ 250 per year and it
hasn’t changed for 10 years. The current cost of medical care is 17 500 rub
(01.09.2016). The cost does not only include a minimum list of medical services,
but also provides additional opportunities for health care. The cost of the program
is lower than the total cost of all the services included into it, even in case of
buying in other healthcare organization.
The cost of medical insurance starts from 20 000 rub and includes a wide range
of services such as emergency medical care, medical check ups, routine medical
care, consultative and diagnostic care, hospitalization, dental care, home visits
(hostel), repatriation.
There are a lot of budgetary options for health insurance (from 2,500 rubles) on
the insurance market. However, this program only includes emergency and
emergency care for acute diseases threatening lives of insured people. Such VHIPs
cannot be applied to medical check ups, routine medical care, as well as
consultative and diagnostic assistance.
Any international student has the right to sign a contract with any insurance
company on medical care. At the same time he/she is personally responsible for
medical check ups, as well as providing all the necessary medical documents for
University authorities.
If purchasing certificates in third-party organizations, international students will
take responsibility for their own health and the health of those around them.

Health care program: services
The total price is 17,500 rubles
Voluntary health insurance policy includes the following list of health care:
medical care in ambulance; medical care in outpatient and inpatient health care
facilities in case of sudden health disorders and accidents to the extent which is
necessary to eliminate any threat of a patient's life and (or) treat of acute pain;
hospitalization in state of acute pain, sudden health disorders and accidents for
diagnosing and eliminating the disease until full recovery; medical transport or
other means of transport, including medical support (medical team, doctor, nurse);
the posthumous repatriation (transportation); as well as the services provided by
the annual program.
Primary (pre-medical) medical care
Patient registration, registration of out-patient card, emergency care in the
RUDN medical centers (accidents, injuries, poisoning, and other conditions and
diseases, including subcutaneous, intramuscular and intravenous injections).
Consultation with doctors, therapists and specialist doctors
Providing of planned skilled medical care in treatment of acute chronic diseases
by general practitioners and other medical specialists, such as:
• therapist or general practitioner;
• surgeon, cardiologist, endocrinologist, infectious disease specialist,
physiotherapist, urologist, otolaryngologist, ophthalmologist, neurologist,
dermatologist, obstetrician-gynecologist, allergist.
Laboratory and diagnostic tests
Laboratory and diagnostic tests are carried out to obtain certificates for
admission to an educational institution, on arrival at the hostel, as well as annual
medical check-ups.
General clinical blood analysis, general clinical urine analysis, blood test for
glucose, a blood test for syphilis, HIV, hepatitis B and C, malaria; examination of
feces on helminthes and enterobiosis; gynecological and urological research of
smears, vaccinations against infectious diseases.
Instrumental methods of research
• functional diagnostics (electrocardiography, ECG monitoring, blood pressure);
• ultrasound (of the abdominal cavity, pelvic, breast, thyroid and lymph nodes);
• X-ray diagnostics (excluding CT, MRI);
• chest x-ray;
• study of respiratory function;
• esophagogastroduodenoscopy.
Outpatient services
Primary, repeated, consultative appointment of medical specialists at convenient
time:
• Therapist (check up with diagnosis, individual treatment plan and collaboration
with other professionals);
• Surgery (check up with diagnosis, surgical treatment for wounds, various
bandages, dressings, holding some outpatient surgery, prescriptions);
• Gynecologist (check up with diagnosis, examination of smear, medical swabs,
vaginal baths and treatment, prescriptions);
• Urologist (check up with diagnosis, examination of smear, carrying drugs into the
urethra, urethral lavage, prescriptions);
• Otolaryngologist (check up with diagnosis, sanitation and washing the ear canal,
tamponade of various bleeding, instillation of medications, prescriptions);
• Endocrinologist (check up with diagnosis, the direction of the laboratory and
instrumental methods of research, prescription);
• Allergist (check up with diagnosis, laboratory and instrumental methods of
research, prescriptions);
• Infectious diseases (examination, diagnosis, treatment);
• Dermatologist (examination, diagnosis, treatment);
• Ophthalmologist (examination, diagnosis, outpatient care, prescriptions, visual
acuity test, selection of glasses, ophthalmoscopy, oftalmometres, slit lamp
examination, fundus study, color perception);
• Cardiologist (check up with diagnosis, instrumental methods of investigation,
prescriptions);
• Physiotherapist (check up, conducting physiotherapeutic manipulations:
electrotherapy, phototherapy, thermotherapy, magnetic and laser therapy,
ultrasound therapy);
• Neurologist (check up with diagnosis, appointment of the necessary methods for
investigation, prescriptions);
• Treatment room services(intravenous, intramuscular, subcutaneous injections,
intravenous drip of medications);
• Medical massage (up to 10 sessions per year).
Making medical records
Outpatient reception cards, prescriptions for buying medications (except for
privileged categories); sick leaves and medical certificates for medical reasons.
Preventive health examinations and medical examination
Carrying out comprehensive preventive medical examinations and clinical
examinations (once per year), including:
• checking up for infectious disease;
• fluorography screening for lung diseases, particularly tuberculosis;
• clinical analysis of blood, including malaria;
• blood tests for HIV, syphilis, hepatitis B, hepatitis C;
• general urinalysis;
• testing fecal for helminthes;
• preventive medical vaccinations according to the national immunization
standards, vaccination against infectious diseases (when going to endemic areas);
• examination of the therapist;
• if necessary, electrocardiogram, ultrasonic methods of research,
esophagogastroduodenoscopy.
Dental care on outpatient basis (without dentures)
Removing or dental treatment without orthopedic treatment. Dental care
includes:
• consultation of a dentist;
• treatment plan;
• local anesthesia;
• treatment of superficial, medium and deep cavities(chemical curing composites);
• the treatment of acute forms of pulpitis and periodontitis (mechanical and
pharmacological treatment of canals with acute pulpitis and periodontitis; filling
canal with paste or with gutta-percha points);
• treatment for noncarious lesions of hard tissues;
• removing of fills for medical purposes;
• X-rays (sighting shot);
• simple and complex extraction, opening and drainage of abscesses, periostitis.
Providing medical assistance at home (in the hostel)
In urgent cases, if a patient is in severe condition that prevents medical visits;
patients who need bedrest.
Providing health care by local therapist (in acute diseases and exacerbation of
chronic diseases) includes:
• check up, diagnosis;
• medical testing;
• prescription of medications;
• giving documents confirming temporary disability;
• appointment for inpatient care in hospitals of Moscow (if necessary emergency
medical care).
Medical services are provided in the following cases:
• diseases that are not included into the program of health care;
• The status of the insured, including alcohol, narcotic, toxic intoxications;
• in case of the following insured diseases:
• systemic diseases of connective tissue (scleroderma, systemic lupus
erythematous, rheumatism and others);
• malignant tumors;
• chromosomal diseases, genetic diseases, congenital malformations;
• blood disorders;
• HIV, AIDS and other viral infections;
• chronic hepatitis, cirrhosis, hepatitis B, C, D, E;
• mental disorders;
• conductive and sensorineural hearing losses;
• occupational diseases caused by exposure to factors of production (chemical
intoxication, vibration, ultrasound, hyperthermia, laser light, etc..), work-related
injuries;
• tuberculosis, sarcoidosis, cystic fibrosis;
• chronic renal and hepatic failure;
• hereditary diseases;
• acute and chronic radiation disease;
• dangerous infectious diseases;
• severe course of chronic obstructive pulmonary disease;
• epilepsy, cerebral palsy;
• sexually transmitted diseases (syphilis, gonorrhea, chlamydial infection,
trichomoniasis, anogenital herpes infections and generalized forms);
• immunodeficiency (primary and secondary);
• sexual dysfunction;
• preparation and conduct of medical abortion;
• maintenance of pregnancy;
• Violation of fat metabolism, alcoholism, drug addiction, substance abuse and its
complications, as well as disease and injury arising out of or resulting in a state or
as a result of alcohol, drugs or toxic substances;
• plastic and cosmetic procedures performed with the aesthetic and cosmetic
purposes.
