Structure and networking within KOK e.V.:
In 1999 KOK was founded by a group of counselling
centres, today KOK e.V. counts 39 member organizations.
NGO with the head office in Berlin.
Financial donation by the Federal Ministry of Family Affairs,
Senior Citizens, Women and Youth.

Profile of the specialized Counselling Centres
Non-governmental offices where advice is given to women

confidentiality, all information given at a centre will be
handled as strictly confidential
Nothing will be undertaken without the agreement of the

A good tool for this is a NGO contact database which is
managed by KOK e.V.
Data protection must be guaranteed
Programmes should avoid labelling the trafficked persons
as “victims” in order to prevent stigmatization on return
3. Return of trafficked person
Course of action of the counselling centres concerning the
handing over to a partner organization
The affected person is advised by the counselling centre
A returning programme can apply for travelling expenses
Contact between the counselling centre and the partner
organization in the country of origin is possible
Colleagues of the partner organization continue supporting
the affected person (pick up from the airport, preparation
of the return to the home village, help concerning the
professional orientation etc.)
4. Conclusions
Human trafficking is a cross-border phenomenon
The cooperation of all concerned partners on the
international level is indispensable (NGOs, police, politics,
etc.)
Regarding the counselling centres networking and the
active exchange of information lead to the improvement of
victim protection
The exchange about best practice models of victim
protection has to be promoted
